In the tilsynsetatenes final report for Fellesaksjonen 2016 has fellesaksjonens project team gathered about several recommendations.

the Theme for the campaign was “Coordination in concentrated industrial areas”. Tilsynsetatene who worked on the fundraiser was the NSO, the labour Inspection authority, Directorate for civil protection and emergency preparedness and Miljødirektoratet.

Based in internkontrollforskriften

the inspections were carried out with the starting point in internkontrollforskriftens § 6 Coordination. Tilsynsobjekter was 298 companies in 17 industrial parks, 9 supply bases and 46 shopping centres. Fellesaksjonen was carried out in the last two weeks in april 2016.

the Coordination was considered to be a relevant and important topic for the enterprises subject to supervision. Tilsynsresultatene also shows that a large proportion of the businesses had a need to establish and/or develop further coordination in relation to the requirements of the internkontrollforskriften. A small proportion of the visited businesses (fewer than 1 in 10) had a good way considered the requirements for coordination as unnecessary.

make recommendations

Fellesaksjonens project team has gathered about the following recommendations:

1) There is a need for a review of section 6 in internkontrollforskriften to clarify this and thus have a better enforcement.

2) It should more often be carried out supervision under the provisions of § 6 in the concentrated industrial areas.

3) Fellesaksjonen between tilsynsetatene must be continued. Fellesaksjonen is an important activity to promote the cooperation between the supervisory authorities especially locally.

4) Fellesaksjonen has provided much data in combination with additional studies should further processed to give us better knowledge on the part of the authority effect in general and on the subject of coordination in particular. DSB has prepared a note that briefly describes the latest available information on enivironmental on the basis of the experiences from the action, and which elaborates on the issues and questions where there is a need for further research and analysis, preferably through an r & D project, see appendix 9.
