Klimapotensialet in public procurement is large and can be reached relatively easily. It appears from a recent Danish report. In it are five hovedanbefalinger to reach the goals of reducing greenhouse gas emissions. A requirement for 10 % reduction of emissions from the public green procurements can lead to the fact that Denmark saves emissions from approx. 650 000 cars, ie. a quarter of the entire vehicle fleets, according to calculations in the report.
Denmark’s “green tenketak”, Concito, came recently with his third note in a series of so-called klimabriefinger, “Green public indkøb”. Concito is included incidentally in a number of international networks with the same purpose, among these the Norwegian Zero. The Danish tenketankens purpose is to contribute to lower emissions of greenhouse gases and a limitation of the harms from global warming.
Hovedanbefalinger
In the note made five hovedanbefalinger which, according to the think tank, will strengthen public procurement in Denmark and thus the market for green solutions:
- Put more focus on the heavy sectors that have great importance for the climate and the environment, such as foods, buildings/facilities and transport
- create a “powerful engine” with clear targets for green procurement, with permanent monitoring and follow-up. In session scope, it must be developed and used tools and standards that make it easier to buy green.
- More innovation with new national objectives must be ensured. This should stimulate the use of functional requirements, markedsdialog and innovasjonspartnerskap that the new regulations for public procurement to stimulate.
- Use more consistent total and life cycle costs.
- Establish a stronger regulation and more knowledge about the progress and impact of green procurement on the environment and the climate.
Concito considers that the Danish authorities miss a large green potential in their public procurement, and calls for increased attention from the toppledelsens page. It also needed it’s called, a stronger effort from the central authorities.
of Great importance for the climate and the environment
Public procurement in Denmark amounts to annually approximately 310 billion. Region Capital has a carbon footprint of its operations determined that 80 % of the region’s total emissions of greenhouse gases will come the manufacture, transportation, use and removal of goods and the provision of services. The figure emphasizes that it is of great importance for climate and the environment how public authorities make their acquisitions.
Some countries have made significant CO2 reductions thanks to green public procurement. The united kingdom, according to a PwC survey from 2009 reduced its emissions by 38 %. in the building and construction industry by setting green requirements. The Danish public sector has not succeeded as well.
Concito has calculated that the total emissions of greenhouse gases from public procurement in Denmark in the whole value chain amounts to approx. 20 mill. tonnes of CO2e/year, ie. 4 tonnes per capita. Alone a claim about a 10 % reduction in global emissions will save 2 million. CO2e/year. It corresponds to the that the remove ca. 650.000 cars from the roads or just over a quarter of the Danish fleet.
