Director exasperated bonus use the health region – Sunnmørsposten

In the project organization Ambulance Central had six top executives paid bonuses totaling 2.1 million to stay the course. In Rusbehandling Central got eleven people in management total 1.6 million. And during the construction of St. Olav sat Helsebygg of at least 44 million for employee bonuses.



Missing overview

Through the transparency requirements and complaints in excess of one year, we have managed to track payments of nearly 19-20 million. Bonus money in Helsebygg.

For the rest of the money has not Health Central managed to present an overview. It was set by 15 million to pay bonuses in the first construction phase (2002-2006), 20 million for employee bonuses in other delfase (2006-2010) and 9 million in the last phase (2010-2013).

CEO Bjorn Remen received at least 950,000 kroner bonus in addition to regular pay. Chief Development Officer Lars Abrahamsen got deals worth 1.2 million last phase plus a number of schemes to phase before. Director Johan Arnt Vatnan got 1.1 million bonus because he delivered the economy, progress, quality and functionality, collaborative and Safety.

A note where bonus schemes were treated was marked “Attention: Confidential” and board documents were exempt from public disclosure as bonus issues were handled by the Board in Helsebygg.

Health Central opened for bonuses in projects with short life. In the final stages they would hedge against employees went to new jobs before they were finished. At the same time the salary from before, and they knew what they entered when they took jobs.



– uncultured

Employee Representative Ivar Østrem says Health Central last year established a remuneration committee to come out of wage and bonus culture.

– It was important to get a predictability and transparency. I think actually that bonus use can not be described differently than an uncultured when employees virtually sitting and considering their own positions, and provides pay increases. The money is partly given to employees there should be no problem to replace, he says.

Østrem hope there are no more unknown bonuses now.

– We will not have more surprises , he said.

– Required?

bear Remen is currently project director for the construction of the new hospital in northern More og Romsdal (SNR). The last time he built a hospital he received 950,000 were paid out in the final stage.

Østrem ask if one person is so important that it is bound to have remunerations in addition to one million salary from before. Until SNR project presents something else, expecting the board member that there are bonuses there.

Østrem says he has witnessed that there has also been pensions of more personal nature than what is defined in KLP and collective agreements in the health region. Since the Committee was in place, he believes the region follows state guidelines.



Unwanted effect

In Helsebygg had the first 15 million set aside for bonuses desired effect, according to board papers. Yet it was put off at least 29 to 30 million after that.

– It proves that this is more a lack of safety culture than defined in a particular need. It’s remuneration basically has to go through, you can not entice with fat bonuses to secure people think Østrem.



Reputation Problem

– For the first construction phase has not health Central put forward resolutions or list showing who received a bonus, and how much is actually paid by the adopted bonus target of 15 million. Health Central says documents have been filed at the State Archives, and they have brought forth all that is available. What do you think about that section does not exist?

– It is unfortunate that we have systems that contribute to that things are kept hidden from the public. If it has not been a need to have things hidden. I can not see a single reason why the salaries and bonuses be kept hidden, for it to be public. It is an important principle when we use of community assets, says Østrem, who believe that wage policy has given a serious credibility problem for Health Central.
