NJ budgeting million deficit – journalist

The measure is one of several that Norwegian Union of Journalists (NJ) doing to address what they describe as a difficult economic situation and uncertainty about developments in the industry. This becomes apparent from the proposed budget that the National Executive Committee shall adopt this week.

“All new employees and temporary contract out over 6 months shall be considered by Secretariat and discussed in the Working Committee. National Board makes the final decision about any deviation from employment stop, “reads the setting for resolution.

Million Investment

Among the other proposals states that the secretariat manager is authorized to dispose NJS financial means to implement any workforce reductions.

– There are no specific plans for downsizing of the Secretariat. And there are no plans to increase their workforce. But if someone stops, it becomes necessary to have a needs assessment regarding the position to be replaced, says Head of Secretariat Torbjørn Brenna to journalist.

The operating budget for next year is likely a loss of all 4, NOK 9 million. Adjusted for financial items is loss for the year likely to end at 4.2 million.

There are two items that contributed to the deficit. The appointment of two lawyers in the summer stated costing NJ 2.3 million next year. And an investment in new membership and legal system costs the same, 2.3 million.

Earlier this year took land board using an authority they received from congress to drain strike Checkout (Conflict Fund) by 5 million for the two-year period until the next congress in 2017. In the papers state executive committee in NJ that the cost of lawyers covered by this transfer and that IT investment is covered by equity. But in practice, it is money from Conflict Fund will pay both as IT investment matter covered by equity, which million transfer is carried over to.

Net stated profits on items outside lawyers and court system to end on 0 , NOK 4 million.

NJ At the end of last year equity of 13,040,000 kroner. The transfer from the strike fund “rescues” thus equity: It is namely according to budget papers likely to increase to 13.22 million at the end of next year.

Stock revenues

NJ had per 16 November 6767 full paying members, and budgeting with a decrease of 300 members to 6,470 on average for next year. Membership in the association has fallen steadily since it amounted to 7,755 members in 2008.

The union, however, has not only managed to maintain, but actually increase revenues as contingent adjusted in line with wage growth. In 2008 membership fees at 40.3 million. Last year they were at 45.97 million respectively.

But now obtains gravity laws NJ. For the first time as far back numbers go, to 2004, the revenue for the current year to fall back to 44.5 million. Next year the budget should be a further fall to 42.94 million crowns, which is on par with the 2011 financial statements.

So far, earnings in years of declining membership figures have been rescued by that dues be adjusted upwards in line with journalists’ wage growth. But when all the Norwegian economy is now beginning to feel the consequences of a sharp weakening oil prices, the outlook for further wage increases rather meager.

It is also in line with NJS expectations for the forthcoming negotiations. “Next year’s main settlement becomes difficult. There is little basis for a good financial settlement, “reads a note. NJ writes that much suggests that LO adds up to a zero settlement, and that NJ must make a judgment when wage statistics exist in April whether there are grounds to demand anything beyond the negotiation result in LO area.

From before, it is also a growing resistance to increase contingent further. At a National Executive Committee earlier this fall, it emerged increased skepticism towards further raising the contingent. Land Board decided that the dues policy should be studied before any amendment to be adopted at the Congress in 2017.

“A maximum fee of 7,584 kroner. That’s pretty much it. This is something we have to look at “- NJ shall assess dues his policy

Rooms for activity

Despite the meager prospects, stressing NJ that the proposed budget still provides “room for a lot of activity.” 2016 will provide increased cost since it is a year of the main settlement. The annual so-called strength lifted, which is a collection of Journalist Team representatives from across the country, continued at the expense of other courses.

Since 2015 is likely a small improvement compared with the budget for the current year, concludes NJ with that ” the budget for 2016 may be adopted without further cuts. “

Broken down on individual items increasing record central operations from 30.1 million to NOK 34.3 million next year. Organization Building reduced from 10.9 million to 8.4 million. Member Service will increase from 6.9 million to 7.8 million and professional work increases from 0.9 million to 1.3 million.

The transfer to the journalist’s part of member service and increase by 2.3 pro | late for NOK 442 per member by 1 January 2016. In NJS estimates, a member of the 9143 basis, which allows a transfer of 4.04 million.
