Technical Manager rev cabin and built new without searching – Aftenbladet.no

The local newspaper Strandbuen publicized case first. The newspaper writes that Forsand-Councilman Soren Jensen, who started his job in January 2014, even went to employees who over time had been critical of area manager for cultural and technical. The person has for years also been the former chief administrative officer second in command. Critics were asked to submit complaints in writing. The notification letter came in February. Then asked alderman Rogaland Audit to review the allegations.

for criticism

Rogaland Revision rejects any accusations, but points out some matters that audit director Cicel T. Aarrestad think is reprehensible. Including these:

* Without search has municipal manager both demolished a cottage by Espedal river and entered a new one.

– It is our opinion reprehensible that the employee of the municipality who has overall, professional responsibility in this area, do not relate to regulations, commenting Rogaland revision in a note to the municipality on 18 May.

The cabin should have been dilapidated and was struck by a tree in 2010 and was In this connection rebuilt. According to the municipality’s mailing lists sent municipal manager on May 11 an application for demolition and construction of new home.

* Municipal Chief and a neighbor got over 300,000 dollars in funding for the construction of a tractor. Approximately half of the aid was granted after the construction deadline had expired. The then landbrukssjef in Forsand mapped the area and concluded that agricultural value in the area not alone was sufficient to justify investment in their way. Landbrukssjefen was however declared incompetent because his superiors were party to the case. A positive decision was instead taken by the former forestry chief Strand, which, however, worked part-time for Forsand and thus was disqualified.

* The municipality announced the past Landa village for sale. Together with two other received CTO buy past village Landa for 1 penny. They searched simultaneously for and was awarded NOK 2.5 million in municipal aid, which was paid over time. Rogaland audit mean financial support was contrary to the guidelines for the municipality’s power reserve. The municipality should have announced the sale of Landa on new information about possible financial support so that all interested parties could have had the same starting point.

Transparency

On Monday evening all political parties informed about the case . It will subsequently be treated in management committee and council in June. It is not clear what is the setting of alderman or the outcome of the municipal manager.

For Aftonbladet says the alderman that it is a serious matter.

– This is a very sad and sorry case. When you have a position as technical manager, has the ultimate responsibility for that rules are followed and did not even follow the rules when you are seeking measures, it is serious. Also in cases of grants must be expected that the rules are followed, says Councilman Soren Jensen.

He will now read the note from Rogaland Revision carefully and make a thorough assessment of the content and severity.

– These are matters over many years and affect the working environment on technical negatively. That’s not all Rogaland audit points out that I – or anyone in the administration – agree, but it has been important with an external review of hensy | n credibility in what is the conclusion in the end, says the alderman.

Jensen has chosen to deal with this in openness One notification instead as a personnel because conditions in Forsand is small and everyone knows who is involved.

The affected municipal manager does not want to comment. It appears from the report from the presidency on May 19 that he met there to provide information about one of the issues on the agenda. After that Aftenbladet experience he is now on sick leave, and should have contacted a lawyer about a month ago.

The mayor: – A thought provoking

Mayor Ole Tom Guse is this corresponds to Aftenbladet:

– This is an unfortunate thing for the employees who have not followed the rules but also an eye-opener about the municipality as an organization. After this cottage was built up, I contacted then-Councilman and asked if everything had gone right for them in the building process. The answer then was that everything was in line with the regulations. It is thought provoking that this has not been revealed earlier.

Alert matter contains many points of varying severity, and I will await the chief administrative officer’s proposals in the Administration Committee before I conclude.

I have great confidence the alderman treats the matter so that it can help us improving practices in the municipality and that can rebuild a good working environment. In such a comprehensive case there are many employees involved, and we must not forget that each one will be treated with respect and given the opportunity to say their views on the matter before a conclusion.

It is also important to remember that some of the criticism from the Auditor General about what applies Landa is a decision made by a multi-tala in council. We have not followed our own policies, should not be added as an additional burden on a third party.

Finally, I commend the whistleblower that the person taking the burden of implementing this, and I will give praise to the alderman that he put the matter before the public so that it can be more calm when final conclusion exists.
