Student performance in national tests should not give teachers higher salaries – VG

Results of national tests and Pupil Survey should not be used as a basis for bonuses and pay increases for teachers and school leaders, writes Utdanningsdirektoratet in a legal consideration. Inspectorate supports the conclusion.

Both VG disclosure of the detailed principal contracts in Oslo schools and in an article in Aftenposten last Thursday, so it emerges that pupils’ progress and results of the national tests are used in both wage formation and evaluation of job as teachers and school administrators do in Oslo School.

In a recent legal consideration that the Education Directorate has issued, disputed that the contested national tests and the comprehensive annual student survey can be used as basis for teacher evaluation and wage formation.

In the note, which is a consideration for a separate working group in the Ministry of Education states that the information collected on pupils in national tests and student survey can not be used to monitor and evaluate teachers at the individual, and will be in conflict with the law. The occasion is a political explicit goal of honoring talented teachers, recruit teachers and cultivate

This view is supported by communications director Helge Lund in the Education Directorate. Directorate is responsible for both national tests and student survey. Student survey measures the students’ satisfaction and incidence of bullying, noise etc. From year to year in school.

– It is a fundamental principle of the privacy right that personal information collected for one specific purpose can not be used for other purposes unless they signed consents to such use, Lund writes in an e-mail to VG.

He added that the Education Directorate neither supervises or manages the Personal Data Act and has no basis to say anything about whether certain school owners follow these rules or not.

Charting students

But national tests has one clearly defined purpose, according to the Education Act Regulations, namely to identify pupils’ learning outcomes and basic skills.

Inspectorate notes that this mapping can not be used and interpreted freely by the municipalities and school owners.

– How we have understood the purpose of the national tests is the mapping of students’ skills in specific subjects. Unless it has been clearly communicated that the results of national tests will also be used as a criterion to evaluate and reward teachers, so must the legality of such use further clarified, says senior adviser Eirin Pruning Seth Inspectorate VG.

– Measures not quality

He is supported by Einar Ove Standal, which is a participant in Kunnskapsdepartemenets separate working for a better teacher assessment, Spark.

– It is legally unjustifiable use the results of national tests for this purpose. National tests have never had the intention that they should measure quality in schools or the quality of teachers, reminding Standaleidet about.

He represents teachers and Education Association working group, and warns against a wage determination motivates teachers called teach- two test teaching.

– It is settled a danger that schools and teachers increasingly use teaching-for testing if the school management uses samples and test results as a basis for additional pay grade. On the contrary, several surveys that it is the students’ socioeconomic background often determines how students make it character and earnings on national sample, said Standal.

Went with the payroll system

His colleague in Education Association , chairman Terje Vilno in Oslo, says teacher organization has agreed that national tests and student survey included in the criteria for allocation of an additional salary pot in wage negotiations with the municipality.

– It is worth noting that this is not one criterion, but part of the basis for the allocation of local wage pot. We do not like it, but have accepted that this in Oslo is part of the foundation as a result of setting processes and take negotiations on the use of a wage pot of Oslo in general and thus also for teachers. If this had been a wage pot or bonus pot outside the regular wage negotiations, so we had reacted, saying Vilno.

He warns against over-estimate the importance of national tests – and the pupils to work intensively with a single prøvefag in weeks prior to the test – and pushes other subjects until later in the school year.

Does not answer questions

Education Oslo municipality chooses not to answer five questions from VG on the use of national test results and Student survey as a basis for wage formation among teachers and principals.

Instead, communications director Hild Lamvik sent a report on e-mail:

– As a part of the main wage has in Oslo has been common to put a certain pot to local settlements. Parties have agreed what criteria should be applied in the local negotiations. Goals and achievement included as one of the five criteria, along with work and responsibility, management responsibility, competence and recruit and retain, writes Lamvik adding that result over time may be exam results, student survey, national samples, effort and results in projects.

A personal addition, determined through local negotiations, are 12 pay grade equivalent 10-20000 million, according to Education.

– Comprehensive assessment

– Input to who should have to be satisfied in a local wage comes from both employers and from the unions. Before employers play their proposals in the negotiations, made it a thorough and comprehensive assessment of teachers’ work performance and personal contributions to the school’s development. Simple results from national tests etc. Are not linked to the teacher salaries, writes Lamvik.

She refers to the Directorate of Education website, where it is written that the purpose of national tests is to assess the extent to which the school successfully develop students’ skills in reading, mathematics and in parts of the subject English.

– The results of national tests are public statistics and used as management information to school / local / national level. Education uses in line with this results to follow up on several levels, adding Lamvik to.
