Deichman delayed once again – Aftenposten

The plan was Deichman in Bjørvika opened end of the year 2016/2017. In May it was announced that the completion will be delayed by 19 months. When we wrote that the library is ready in the first half of 2018. Today it became known that it can take seven more months before we get a new library.

Konst. commissioner for culture and industry, Anne Siri Bekkelund (V), says that she has presented to the committee Wednesday, and that it gets sent a memo to the City Council on Wednesday night.

– I have today received a letter from the Culture House in Oslo (KIB), where they describe that they no longer expect that they can keep the cost framework and the building is now expected to be completed towards the end of 2018, says Bekkelund.

The City Council approved a budget of 2 , 6 billion in 2013, but because of the market and the leak in the excavation, the project is more expensive and takes longer than expected.

– Work to seal the leak in the construction pit appears to provide an additional cost of 120 million but we need to do an external review before we put the new forecasts, she said.

They are looking at possible cuts, while there may be other unexpected costs, and know not how much they deviate from the original budget.

There are two main reasons for the delay and budsjettsprekket. One is the market situation that caused the market did not respond to the municipality’s tender as expected. KIB only got into one offer, and the price was far above the expected level. Therefore, they chose to divide the contract into two, and put out a new tender. The second reason is the leaks.

– Building Management has failed to determine the cause of the leaks in the building pit. That there are no leaks are common, but they are so big. We do not currently know why, but we shall try to find out, says tells Bekkelund.
