The 18/2 we had the announced review of what really happened in the General Assembly in Elverum Energi AS 18 / 12-14. On these two meetings were identical participation. From the General Assembly met Erik Hanstad (H), Yngve Saetre (H), Vigdis Osbak (H), Kersti Grin Dalen (FRP), Arnfinn Outbuildings (Sp), Ingvar Midthun (Ap), Lillian Skjærvik (Ap), Jørn Øversveen (Ap) Magnus Stenseth (Ap). Stenseth met as deputy for Eldri Svisdal (SV) which had maturity.
In addition, the Chairman Peer Jacob Svenkerud and CEO Paul A. Galåen from Elverum Energi AS present and from Elverum municipality administration met Councillor Irene E. Central Lund, assistant city manager Aasmund Hagen and CFO Stein Aas.
Mayor had prepared a four-page memo about the incident and requested feedback on the content of each participant in the meeting.
Of the 15 who were present were Mayor full endorsement of his summary of 11 of the congress participants. The 4 representatives from Labor was only partly agree. Those who gave their full endorsement was thus representatives from socialist side. So did representatives from Elverum Energy and chief administrative officer staff.
The note in its entirety can be read on Elverum Municipality website, but I confine myself here to submit my conclusion in 4 points.
1. Elverum Ap let in council forward and won a majority for a counter proposal that no one else was familiar with. This came completely hap- pen on the rest of ownership, ie the other members of Elverum Energi meeting. The same did it for the chairman and CEO of Elverum Energi AS, Mayor representatives and even our negotiating partner Eidsiva Energi AS. The decision was thus definitely not quality assured outside Elverum Aps closed rooms. (Addition: Closed rooms means in this context that it was not communicated externally, nor to the rest of ownership.)
2. Elverum Labor gave shortly after the General Assembly clearly indicated that they had not understood the consequences of his own decisions, because they were not aware that withdrawal from Elverum Energi AS for 2013 and 2014 were not part of the deal. They had not taken into account that these, partly already spent funds were excluded, as both chairman and CEO of Elverum Energy and chief administrative officer, especially at CFO Stein Aas have advised on repeated occasions. This lack of understanding is also evident in the decision, as it is expected, or dishes said decided to build up a fund of funds that are not available.
3. In retrospect Elverum Ap constantly referred to that it is a good deal for Elverum and that challenges are manageable. When it comes to the part of the agreement involving Elverum Nett AS Elverum District Heating and property Kirkevegen be sold and negotiated total price; yes, then combined ownership agree. It has been a neat, good and well anchored process with owner. When it comes to the application of the achieved sales price there is good reason to question and be concerned about the consequences it provides for Elverum municipality that owns and Elverum Energy company. So far no one can answer it. Thus, I believe that there has been disorderly Labor after the case has gone public and in my clear opinion given incorrect information about what happened in the meeting, while they have downplayed the impact this will have, especially for Elverum Energi AS.
4. Had the council followed Rådmannen advice and our proposal as concur with chief officer’s recommendation in this important matter, we had had control of both consequences and challenges, especially for Elverum Energi AS. It may no claim that we have for what is now the current decision.
That Elverum Labor still claim that they had full control and visibility of their approved proposal is for me at best a rewrite of reality. 11 of the 15 participants in the meeting 18/2 was also agreed with me in it.
