“NotifyCleaninginvolvementofcounselinthisprocesshasprovedtobecrucialforMonikacasewasresumed.”
-Forhimitissatisfyingtofinallybeheard,andthatanobjectivegroupingofcompetentpeopleentitleshimtothepointshemadeinhisreport,sayslawyerJens-OveHagen.

Afterresearcherinternalwarningnote,whichwaspresentedtopolicemanagementinOslo,isalsoatopicintheinvestigationreport:
“Thememorandumisinouropinionsoberlyandobjectivelydesigned.Itcontainsnocategoricalassertions,suchasthearrestofanamedpersonorshelvingofthecaseandprosecuterationalewasobviouslyincorrect.”
Andfurther:
“…[TheWorkingGrouphas]consideredthistocontainallofthekeymomentsintheinvestigation;momentsthatalsoinvokedworkgroupinterest…”
-Policecouldintervened
NotifierinMonikacase,alreadyintheJanuary/February2014contactwithpolicechiefGeirGudmundsen,afterfirstHavingbeenrejectedbythepoliceprosecutorwhodroppedthecase.InvestigationDirectorBjornSoknessaidatMonday’spressconferencethatthepolicecommissioner’srolehasnotbeenthesubjectofinvestigation.
-Butitisquiteobviousthatthechiefhasthecompetencetodecideonaresumption.Wecannotseethathehasdone.Wehavenotlookedintowhyhetookthedecision,saidSoknes.

StigNilsenKristinarepresentsSviglinskaja,Monikamother.MondayhewritesinapressreleasethatitisnotsurprisingthatPublicProsecutionsworkingcriticizesthefirstinvestigation.
-Itagreeswellwiththeclearperceptionwehadwhenthefirstinvestigationtookplace,andthenweworkedtothecaseresumed,hesaid.
InMay2014petitionedNilsencasereopened.HereliedpartlyonaverycriticalreportsignedtheformerNCIS-topAsbjørnHansen.
Nilsensayshehasnotyetreadthereportinitsentirety,butthathecamePublicProsecutionspressconference.
-investigationteamreportisperceivedasasupportandredresstoKristinaandI,andotherswhohavebeenheavilyinvolvedinthecase,havepointedtheway.
Thegrouphasinitsreportpointedtoanumberofshortcomingsinpoliceinvestigation.Amongotherthings,thatpoliceprematurelylockedstuckinaperceptionthatMonikahadtakenherownlife.

-Wehopethatthismaybelessonsforpolicethecriticismsthathaveemergedandthatsuchathingwillnothappenagain.Kristinasaysshehopesthatthiscanhelpotherstoavoidgoingthroughwhatshehasexperienced,saysNilsen.
Thelegalaidlawyersaysthathismotherisprimarilyconcernedwiththenewinvestigationofthecase.
-ForusthecasethatMonikaisfounddeadandwewanttogetanswerstowhathappenedtoher.Itisthereforeimportanttoemphasizethatourfocusisonthenewinvestigationandtheanswerswecangetthere.WherewefindthatthepolicedoathoroughandconscientiousjobandKristinafeelthatsheisbeingtakenseriously,whichreallyshouldhavehappenedwhenthematterwasfresh,saysNilsen.
