The climate conference in Arendal 19.-20. January was about the green shift in local government – specifically aimed at sustainable land use and transport development.
Participants at the climate conference provided input to a forthcoming white paper. In panel conversation with Minister Jan Tore Sanner was themed effective planning processes and how klimavennlig- city and urban development could mean less greenhouse gas emissions, better adaptation and more green jobs.
– We stand in front of a paradigm shift. How we develop our cities and towns are vital for achieving climate targets. This new direction is a golden opportunity for new synergies. The cities can become more environmentally friendly while providing residents a higher quality of life. A national architectural and urban policies could contribute to boost knowledge in the country simultaneously. A kick-start the green shift, says president of NAL Alexandria Algard.
At the climate conference, she met the minister and gave suggestions to the government.
New White Paper in 2017
Government and modernization Minister Jan Tore Sanner has announced a White Paper on policy for sustainable cities and strong districts to be presented early in 2017.
Sanner has requested input to the forthcoming white paper through a discussion paper. NAL is one of several players who have provided input to this report. A wooden scheduled to NAL give more input on issues such as urban development. In the first round all the suggestions on two areas.

Government formulating challenge:
“The challenge is to strengthen the economic development, living conditions and attractiveness for residents , businesses and visitors, while greenhouse gas emissions and land consumption. “
Growth Strong housing and labor markets in the country
NAL see two different directions in today’s politics that can be contradictory if one does not work determined by the state, regions and municipalities their part to change the direction of development in particular small and medium-sized cities and towns:
- It built infrastructure to stimulate economic development through regional expansion based on commuting. This will provide flexibility and ensure the supply of labor. The aim is that commuting largely to happen with public transport.
- You want to reduce greenhouse gas emissions by developing lung and multiple-functional cities and towns where you can now mostly without a car. Such places will also be able to release a lot of time that would otherwise go to transport and contribute to greater social interaction.
The first strategy will only be based on public transport around the major cities. In areas with lower density and fewer residents will easily be car-based such settlement patterns and industrial establishment has been, and still goes on today. Since the car is the main means of transportation for many, we see that it is mono functional areas scattered throughout that is about to become the regular municipal structures. But even if one were able to get people to use public transport to a greater extent then commuting time and resource-consuming and takes up more of people’s leisure time.
Strategy 2 are thus based on the cities and towns developed in the opposite direction of what might be called the main trend of the times. Should we succeed in this, it needs a strong will and deliberate policy by the Government followed up with the following:
- A significant strengthening of capacity and expertise in urban development projects in municipalities.
- Stimulation Means and helpers both at national and regional level.
- In addition, the state, region and municipality actively contribute to creating good, sustainable cities and towns when they establish, develop and operate their own business. District policy under new conditions
About districts should develop a dynamic knowledge-based industry, they must be attractive for new citizens. Not least those seeking a different lifestyle than in cities. They can do this by creating good, beautiful and attractive village centers and with distinctive qualities while arrangements are made for various rural lifestyles and nutrition businesses that utilize the resources available locally. Those same qualities can draw tourists which can stimulate economic development.
In the first place should be selected counties and pilot enterprises develop good models for production networks with international quality aspirations. It is important that these networks are working 100 percent on corporate premises.
