Right approaching “conditional Olympic yes” – VG

PARLIAMENT (VG) Tomorrow is the day: When anything can be made for the Oslo Olympics in 2022 – or plans can be broken once and for all.

Wednesday, at 15, the 48 Members of Parliament from the Conservative Party, 10 Conservative ministers and one Prime Minister in the door to the main meeting room of the Parliamentary 4th floor.

When they come back, it is probably far on the way decided whether we get the third Olympic Winter Games on Norwegian soil.

The reason for the meeting is that Erna Solberg has asked his parliamentary group for advice on what she and the government should do with the Olympic application: wreck it or go in for a new Norwegian Olympic Games at taxpayers’ expense.

“Conditional Yes”

After that VG is lit meeting will start with the head of Parliament’s culture committee, Svein Harberg (H), recommend their party colleagues to say a “conditional yes” to the Olympics.

– I want the group to say a conditional yes. There are some things I think we need to be clear about and put your foot down. It applies the cost and our desire to make things easier and more efficient says Harberg.

Exactly what such a “conditional yes” means work for the time being unclear.

– I would be skeptical that we, for example, will say yes to that rate halved or that we should give the government carte blanche one. However, we must be able to put some assumptions for our “yes”, all Harberg will deepen to VG.

He is in close cooperation with the Minister of Culture and expressed yes Laborite Thorhild Widwey (H) written a note to persuade parliamentary group on Wednesday.

In Harberget introductory word will go anywhere in the room, and those who want it will have the opportunity to express their views – for or the Olympics in Oslo.

No vote now

It is not up to any vote on the matter. It confirms the Conservative parliamentary leader Trond helland.

– Erna has prompted a council, and she will get. If the group is found to be split right down the middle, and it is impossible to interpret what is being said around the table that clearly afford, we must consider a vote, but basically I do not think it is appropriate, says helland.

After the parliament members have their say, it is expected that Prime Minister Erna Solberg will summarize the discussion and reveal how she envisions the Olympic road ahead.

What prime minister even think about the Oslo Olympics in 2022 is for now a well-kept secret.

The mood and the advice from the group believed matter to weigh heavily when Solberg during October will decide if the government goes in for the Olympics and the accompanying government guarantee of up to 35 billion.

It will be so, a divided government that does.

FRP is known as a congress decision to Oslo Olympics that binds the party’s ministers and members of parliament on the hands and feet. If the government goes for the Olympics, it happens with dissent from the Progress seven ministers.

This means that the Conservatives are dependent on Labour to secure Olympic parliamentary majority.

Jonas waiting Erna

Erna Solberg’s challenge is that the Labor Party refuses to make up an opinion about the Olympics before the government (read: Right) have concluded.

VG know that there has been contact between the Conservatives Labor and management will about the Olympics, but this has not led to any agreement or representation between the two parties.

Erna Solberg personally have not called Jonas Gahr Støre, hoping to sign a pro-alliance.

– There has been no contact between the Minister and Erna Solberg at the Olympics, says Støre advisor Astrid Huitfeld VG.

Labor sources VG speak with say they believe the party will land on a even to the Olympics if the Right First do the same.

As Labor’s parliamentary believed to be at least as divided as the Conservatives, however, Jonas Gahr Støre have to swing the party whip in the autumn.

– That is as far right mathematical assessment that labor must stand behind for it to be realized. But I respond to all proposals that would indicate that the government must notify the clear card first. If there is to be an application from Norway, the government must keep proper records of its own policies, then the Parliament – consider that the government is going to have Støre previously told VG.

– Absolutely fine with Conditions

City council leader Stian Berger Røsland (H) in Oslo says he eagerly await the outcome of the party cast the decisive meeting on Wednesday.

– This is a kind of final stage for our part, in a way. Now it goes much time answering parliamentary representatives who are wondering various things about the Olympics. They ask a lot different and then we can help by giving them the facts and answers. It is clear that it is approaching the point at which a decision shall be taken, says Røsland, who is also head of the search committee in Oslo.

He reveals to VG that he has no illusions that the parliamentary group or government will provide a unreservedly clear signal to the application as it stands as of now.

– We are aware that the parliamentary group will get to ask a number of requirements and conditions to be positive to government guarantees, and that’s okay, says Røsland .

Controversial Congress

If it ultimately proves to be a majority in Parliament to seek OL state guarantee adopted by the end of the year.

If it actually happens believed Norway to be the big favorite in the competition with China’s capital Beijing and the capital of Kazakstan Almaty.

Several politicians VG talking to think we know that the central leadership of the IOC more than anything else wants Olympics just to Norway.

IOC Congress gather to choose the organizing country next summer, however several of the delegates with voting rights come from nations that have never seen snow. The outcome is therefore far from a foregone conclusion.

Can losing your job – NRK

Kristoffersen skriver blant annet i sitt notat:

Furious proposal for closure – Hamar Dagblad

In a proposal to the Board of Inland Hospital (SI), which is meeting on 2 October, the administration proposes to lay down folldal office for patient travel and moving services department Moelv.
Facebook button to go here

 - To lay down the entire office in Folldal just to save a million dollars. It is just not possible, says an irritated county executive Aasa Guest Vang.

 Trivial

The director of pre-hospital services; Geir Kristoffersen, behind the note. He believes part that cuts in Folldal is a good option because it will not affect patients.

The two politicians believe he ignores the great value office has Folldal. For Inland Hospital with their budgets constitute any savings by laying down the office a drop in the ocean, while for Folldal are five important jobs.

– It is drastically Folldal. For Folldal there is a fairly substantial work, says Mayor Egil Eide.

Guest Vang and Eide come up to the board meeting in SI to work to make it clear to the Board that this is a suggestion they should remain too good to go on with. Both have a certain hope that the board look at a little more than the purely economic.

– We can only hope, says Eide.

 Move either Moelv office

The whole hospital structure is towards centralization. Guest Vang see that it is inevitable and sometimes necessary.

But the argument to close down the office in Folldal is purely economic and has nothing to do with gathering skills or improve the situation for patients. The service can also be performed equally well in Folldal as anything else.

– Then we must ensure that the tasks are left out in the rural areas, she said.

– So then we get either move the office in Moelv to Folldal, she adds.

She also thinks it’s bad timing to suggest such a thing while the hospital is in the middle of a large investigation process where the studied indentations and changes.

– I think it’s terribly unwise in this study phase, she said.

Eide points out that the CEO of SI, Morten Lang-Ree, has just gone out and said that the hospital should not centralize where work can done equally well decentralized.

– This is it at least possible to decentralize, he said.

He also adds that in Gulhuset where patient travel accessories offices Hedmark road traffic office is built up considerable expertise in the type of service over many years. He believes it would be foolish to waste the skills.

Special unit to investigate police murder investigation – VG

Bureau of Police Affairs has decided to investigate Bergen Police in Monika case. This gets VG confirmed by chief investigator Thomas Nordberg Bureau.

Attorney for Monika’s mother, Stig Nilsen, was informed by the Bureau by telephone Wednesday.

Monika Sviglinskaja (8) was in November 2011 found dead in the apartment at Sotra, where she lived with her mother. Police started investigation, but concluded after one year investigation that it could be established that there had been no criminal offense in the case.

The case was dismissed.

Investigation Director Thomas Nordberg by the Bureau explains that there is a new review of missing documents now decided investigated

– We got to review the police investigation at the end of June, and we’re still investigating whether we shall commence an investigation on this. Two weeks ago we received as a new review in the same issue. This is a matter that the police should have been withheld, omitted or obscured investigation documents so that such counsel does not have to see these documents. This relationship we have decided to investigate. We are still investigating whether to investigate the initial review, said Nordberg.

NCIS report

This spring, it became clear that a special investigation team from NCIS would look into the matter again. The mother’s counsel, Stig Nilsen, had the former NCIS investigator Asbjørn Hansen, to make a report where he underwent investigation. There, he pointed out several weaknesses in the police handling of the case.

NCIS since this spring gone through the case together with the Bergen police, but the conclusion is not yet clear.

In the wake of the case has it also proved that it internally at police headquarters in Bergen have been discussions on the matter has not been investigated enough. Bergens Tidende revealed earlier in September that an experienced investigator notified management at the police headquarters in Bergen that he thought the investigation was too weak even before NCIS was inside the image.

Will investigate deleted documents

Lawyer Stig Nilsen told VG that they have reviewed the Bergen police special unit of police affairs.

– My client has reviewed three factors to the Bureau: The police have spoken false to her, including questioning; that the police have completed tasks that they should have done and they have assured that they would perform; and that the police have left out of documents in the case / removed documents from the case.

The Bureau has confirmed that they have started investigation of section 3, whilst still studying questions 1 and 2, says Stig Nilsen VG.

– My client is pleased with this news. However, we will await any comments beyond this up special unit has come with its conclusion, says Nilsen VG.

Police Attorney Sidsel Isachsen at Hordaland police district says to VG that she is aware that the Bureau has decided to investigate . She led the original investigation of Monika-death, and she leads the new rescheduled investigation of the same coin.

– Either we have the police not able to comment on matters under investigation by the unit , she says to VG.

The discovery away

In the VG’s knowledge, there should be an investigation documents of both technical and so-called tactical art that is away from the case files.

One of the objections is that the documents are considered as irrefutable objective evidence, placed in the case file under the category of circumstantial evidence – which normally are not alone counts as evidence.

excessive homicide investigator at Hordaland Police also made a note about Monika affair, after he went into it in connection with another murder in Bergen. He reacted strongly to several deficiencies in the investigation, which he accompanied Bergens Tidende took up with his superiors. He was rejected and asked to stay away from the case. Document or note he made, shall no longer be found in the documents.

Folldal office for patient travel proposed folded – Hamar Dagblad

The proposal is in a note yesterday was sent to the Board of Inland Hospital before the meeting on 2 October, and there treated as information only.
Facebook button come here

Division Director Geir Kristoffersen, Prehospital Services, writes in the note included the following:

“Budget entries are for 2015 for Prehospital Services regulations require that the division must reduce costs by 2 million. The load on the emergency medical side of the operation (AMK-Inland, ambulance services and air ambulance service) are so pressured that I do not find it appropriate to consider the Deposition in the part of the business as it will directly lead to a limitation of services to the population in terms of impaired readiness.

Appropriate measures should be considered in patients travel site. Establishing a Health Coach Eastern Valleys and focus on increased coordination are measures taken, but these do not provide sufficient power to meet requirements.

To achieve the desired effect, and also to safeguard management professional challenges / costs, I would investigate further the consequences of any moving / relocating department Patient Inland his office in Folldal to Moelv. There are 4, 8 FTEs in five employees, who are employed by running Office Folldal. This is a measure that I currently consider to mean that it will not affect the services available to the population, “writes Kristoffersen.

Warlords shows no peace will: Could have implications for Norwegian assistance – Dagbladet.no

warlords in southern Sudan shows no willingness to genuine peace negotiations. This may have consequences for the support of the Norwegian assistance favorite.

The complete absence of peace will “should mean that from Norwegian side regularly assesses the alignment and the weight of the Norwegian commitment to South Sudan,” according to a internal memo from the Foreign Ministry that NTB has disclosed.

Thursday participates Foreign Minister Børge Brende along with, among others, Secretary of State John Kerry at the UN high-level meeting on Sudan, where the crisis in the world’s youngest nation is on the agenda. Norway has for years been among the largest donors to South Sudan. Now, much of the aid to rubble after nine months of bloody conflict.

Sanctions

Also possible sanctions against South Sudan’s two irreconcilable warlords, President Salva Kiir and his former Vice President Riek Machar, can be discussed at the meeting.

The two held liable for liquidations, ethnic massacres, mass rapes, disappearances and large-scale recruitment of child soldiers by the power struggle between them exploded last December.

At a meeting of the African Union (AU) recently argued strongly, including the USA and the UK, that it is no longer enough to threaten the parties with sanctions. It’s time to bring up the rod and carry out the threat, it was claimed, according to a report from the meeting that NTB has accessed. “

It is completely unacceptable that it appears so little willingness to find a political solution to the crisis. Enough is enough, “it says.

Small seekers

But South Sudan’s neighboring countries, particularly Kenya, Sudan and Uganda, all of which play a central role in the peace process, little is eager to impose sanctions, said an official in the Foreign Ministry said. It will in fact be able to frame their own banking and financial sector, where South Sudanese leaders who have become wealthy after the peace agreement with Sudan in 2005, has placed large sums.

– Before the countries in the region supports sanctions will not Norway to do so, said the official in the Foreign Ministry.

Monday this week started peace talks again in Ethiopia, but hoped that the parties reach an agreement, the mildest said flimsy.

Gloomy

The situation may be even uglier: By year’s end, a three sørsudanere be affected by hunger. Over 180,000 children now receive treatment for acute malnutrition, according to Reuters.

Over 100,000 people, mostly women and children, have sought refuge in UN camps around South Sudan.

The camp outside the oil town of Bentiu in the north are in UD note described as “the worst place imaginable.” The camp is located in a swamp where water flows into and mixes with garbage and feces.

Donors fear a repeat of the famine in 1998, when between one quarter and one half million people died. The number of people who have been displaced as a result of the war, now approaching 2 million. Again, South Sudan received the sad status as the world’s worst humanitarian crisis.

More War in store

But that does not prevent Kiir and Machar in wanting to continue the war. Both parties are doing what they can to obstruct the peace process, and instead use the time to refurbish, according to the note from the Foreign Ministry.

When the rainy season is over in October, there will probably be to brake loose again, according to UD note. “The international community will not sit idly by this. Requirements for a peacemaking force the UN to increase in power, “it says.

WANG Young – with an opportunity for Fredrikstad! – Fredrikstad Sheet

This is a project we have communicated with sitting and former governments and both camps have been encouraged to go ahead with the work. Olympia Top support this work. Local sport in Fredrikstad support this work. Sports in Norway, via national federations, supported this work. Very pleasing as it has now reached a temporary exemption provision of the Private Education Act that opens up to apply for a middle school with extended sports facilities. We hope this is something politicians want for the active and motivated young athletes in our city.

 Background:

Wang is no to middle school

 - Wang Young can destroy local communities in the city

Svein Fifth Hjell – are you working towards sport?

 - A chance Fredrikstad should seize

 The dilemma Wang

It appears that the political majority is against our application to establish a sports school in Fredrikstad when they take a position on this in Adolescence committee next Tuesday. We believe this will be a sad decision for the sport in the city and the repercussions such a school can provide beyond the school operations. We would like to emphasize, the decision is not yet taken.

In our meeting with the city in recent days we have handed over a note where we look at the arguments in the setting and refutes those with our views and knowledge. In essence this is as follows:

Journey to elite sport performance starts with a broad activity that young. Sport concept by WANG Young Fredrikstad is definitely not elite sport, but an offer that will be a supplement to the training and activity clubs in the region can offer. This will give students necessary: fitness and movement activities. This will prevent damage and dropout in sport and at the same time support a recent very high and necessary: training dose for a future elite sports career.

Training Concept in Young WANG is based on two elements:

 1) The training at the secondary level will provide a broad base of experience of training and activity during leisure time playing and training of highly competent trainers. The principle of gradual and more specific training working over time.

 2) Klubbenes primary expertise and access to exercise facilities related more to the practice of sport, and thus more specific training, therefore we emphasize the overall motor and fundamental physical properties, which are the basis for a subsequent increased training volume and quality.

Fredrikstad municipality argumentation setting

 Summary:

“Several pupils in private schools can contribute to increased social and professional differences.”

More elaborated

“It appears that a more diverse education can foster improved education in the population. This presupposes that innsøkingen, and recording, students of the private schools represent a cross section of the population. However, one can imagine that the schools that require tuition will attract children / adolescents with parents who have a good economy. This in turn may lead to social inequalities and disparities in living / public health. “

• The municipality says here that even a more varied education (ref: WANG Ung) can result in a better education in the population. This is a positive point.

 • The municipality thinks, without documenting this in any way, that tuition fees will lead to social segregation due to parental income. WANG Young At a meeting with municipal commissioner of education and the Local authority of adolescence presented the report “Driver’s independent schools in secondary education to social segregation ‘organized by KD and UDIR, conducted by NIFU. This report concludes with the following:

 There is considerable variation between different types of secondary private schools, and there is no entirely consistent trends concerning recruitment to all private school types. In other words, no single polarity between “public schools” and “independent schools” or between different types of independent schools, with regard to pupil composition. (S.5)

 Gender differences in the propensity to choose a private school is insignificant. (S.5)

 We therefore find no consistent or clear tendency that private schools recruit students from families with more money than public schools do. We found interpret to mean that policy under the Private Education Act of 1985, providing significant public support, has succeeded in preventing that independent schools should be reserved for families with “good advice”.

 (P. 18)

 sports schools (which are the largest group of parallel schools) have a recruitment which differ minimally from public schools, with regard to parental education-in contrast to the impression one might get from table 1 before checking for educations. (P. 19)

• If the municipality believes that schools that collects tuition at $ 18,000 per school year will seem segregating, how can it defend the municipality nurseries and after-school programs that are long expensive per year? These must affect even more negative with respect to any segregation.

• WANG Young will have no opportunity to “sift” the intake of students in terms of academic skills, special education mm. There are only general physical tests will be subject to assessment (ref. Our intake regulations).

Summary:

Pupil Place this magnitude will undermine municipal and school finances in the long term.

More elaborated

With an increasing number of pupils in private schools will present rules provide less revenue to the municipality. Basically, the government subsidy for about 190 pupils give a reduction of approximately $ 14 million. Various compensation schemes in regulations for transfers to municipalities will limit the reduction in transfers. With a rapidly increasing number of children in private schools will be compensated less. The effect of changes in income transfers will give full effect only after some year.A reduction in frame transfers will result in fewer resources to organize opplæringenfor remaining students.

• transfers to municipalities from the state controlled by the “push and correction scheme» . That total will be fewer children in public schools because more are in private schools, the total revenue cap for municipalities adjusted by 80% (that is not 100%) of the average cost for each student. These funds being received from the government redistributed so left to the municipalities, the state retains them. If a municipality has exactly the same share of students in private schools as the national average, the municipality will be paid exactly as much as they are drawn. The math is 0 Municipalities with few or no private school students get more paid, while municipalities with many private school pupils are drawn more than they receive.

• Excerpt from “green issue” in the state budget for 2014 gives the following figures for Fredrikstad

Pull Statler. / priv schools Reversal combined traits Net. effect Statler. / priv schools

 - 14,323,000 £ 19,505,000 £ 5,181,000 £

• Only those municipalities that have a larger proportion of private school students than the national average, get less back than they are drawn in the correction scheme. These municipalities have to return as many private school pupils that it should have an impact on the need for schools, classrooms and teachers with the economic benefits that entails.

• Minister Giske (Labour) was a parliamentary question 22/11/00 challenged of this practice in relation to a municipality that had a relatively large proportion Independent Schools students

“It can not be that a municipality that has a very high proportion of pupils in private schools, the reason to have greater support pr. pupil in the public schools. If we had such a system, a municipality that had almost all students in private schools, still get very much money for the public schools, and it would be unfair to those who have all the students in the public schools. “

 .

 • It takes 2.5 years from the student begins to private school before it has an impact on the local economy. This should be a positive thing for the municipality thus has time to adjust.

• Students from other municipalities will also seek to offer and therefore not charged Fredrikstad municipality transfers.

• Workplaces will be supplied to the municipality. When fully developed school will be approximately 35 positions.

• An establishment will help the municipality by taking the pressure for new investments in school buildings. Economic savings.

Summary:

It is very uncertain what effect the establishment, the number of pupils at the municipal secondary schools as any waiver will mean that students returning to home schools.

More elaborated

The school will recruit “motivated and active athletes.” Isolation is positive both for pupils and for sports clubs in the district. When students are recruited from municipal schools will be an uncertainty around estimates of

number of pupils in secondary schools in the municipality, both at recruitment into the private school – and possibly by dropping out of the private school.

• The municipality says that it is positive that motivated and active sports youth get an education adapted to them.

• There will naturally be some uncertainty about how students will come from. But the experience of such offers in Denmark (with over 10,000 students in so-called sports classes in elementary school) indicates a maximum distance of 30 min by public transport. Most dog comes from the school community.

• WANG has driven school since 1907 All of our educational facilities operated within the law, and we have a close dialogue with all regulatory agencies. We feel that the risk of closure is not imminent.

• A startup WANG Ung we believe will reduce the dropout rate in the sport of secondary school age because they get a sports environment to be. Particular this will apply to girls. Any waiver by WANG Young and back to public school will thus be very modest. Upon any waiver of students, WANG Young will take new students to replace them when expected number of applicants to the school will exceed the number of available seats.

Our recommendation to Fredrikstad.

We feel that the municipal setting is characterized by only a “worst case” scenario. The setting is thus, in our view, an assessment based on what we know about the positive impact measured against the possible negative consequences.

In his statement writes the municipality that “as an alternative, it is natural to suggest WANG Young establishes a close relationship with one or more secondary schools in Fredrikstad. It is believed that such cooperation will be more children / youth as great as Wang possesses great expertise in sports, … “. For this, it is only to say that if WANG Young is not approved and established, so there is nothing WANG Young to work with. Beyond this, it is also true that the law imposes on us the money we receive in state aid and tuition fees will be students (our) good. Thus, the City’s proposal be in conflict with the law we deal with.

Sport is the largest popular movement. The sport wants this establishment and we have considerable political support in the middle. Olympia Top’s Marit Breivik writes: “Thus, we see that the new law provides for establishing secondary schools with an expanded sports facilities with competent trainers. With increased training experience in basic skills will both increase motivation for further efforts in sports and the dropout rate in these vulnerable years (13-16 years). “She ends the same letter with” We support thus WANG its application for the establishment of middle school with extended sports . “

We hope Fredrikstad municipality sees the opportunities this provides and gives a positive recommendation to the Directorate of Education in its submission.

Does not change the conclusion seafill – Finnmark Dagblad

Processing the application of Nussir about getting deposit between one and two million of mine waste annually Repparfjorden is currently being considered by the Environment Directorate. They have asked for an assessment of the knowledge base for current conditions from SINTEF and the Norwegian Veritas (DNV).

Both the independent parties pointed out several deficiencies in Akvaplan Nivas report which is the basis for the impact assessment of mining in Repparfjorden.

Now Akvaplan Niva submitted their comments on these considerations the Environment Directorate, which concludes: “We are confident that the conclusions of the impact assessment for the marine environment in Repparfjorden is solid grounded in the work that is done and can not see that criticism from DNV and Pfizer rays at our main conclusions. “

Reviews

Reviews DNV and SINTEF is mainly that measurements Akvaplan Niva has done neither captures water movement throughout Repparfjord, or movements that brings water from the bay and out to the nearest ATM, where it passes strong tidal currents that brings mining waste out in larger areas. This Norwegian wrote when criticism from DNV and SINTEF first came out in late August.

“The missing an overview of how the meters were set up; a harmonic tidal analysis to reveal tidal contribution to the current conditions should have been performed. The most obvious weakness is that the model of current conditions in Repparfjorden not connected to the surroundings outside the fjord. It provides a strong simplification of the current image in the bay. “Stated in SINTEF and the DNV report.

– Could have been done much better

Akvaplan Niva has gone through their feedback ratings from DNV and SINTEF point by point. “DNV and SINTEF have many sensible and constructive criticism, but we also perceive some of the criticism to be of less importance.”

“The parts of SINTEF criticism concerning water exchange and specification of tides on the boundary of the model domain we mean is based off of simple reasoning. “

” The most serious criticism of our work is that which is aimed at validating the model, and we are agree that this could have been done much better. “

Section of Environment Directorate, Harald Sørby would not comment on the opinions from the three parties yet.

– We received the note from Akvaplan Niva earlier last week. We are working on it now and have not come to a conclusion yet.

Meetings Institute of Marine Research Today

Environment Directorate meetings today IMR to review their input on the matter. They have previously stated very critical issue.

When oceanographer Jan Helge Fosså was Kvalsund Hammerfest in late May, he referred to what he thinks is more critical point:

  • Much of Repparfjorden bottom ecosystem deployed.
  • The copper content is 2.5 times as high as the most severe classification for environmental management.
  • In the permitted zoning it is regulated for larger areas than those described in the environmental impact report.
  • The modeling of flow in the area is not good enough .

You do not know enough about the consequences of such emissions.

He said the following, “It is a big problem that it is not focused on doing research. The fact that we do not know much, does not mean it’s full steam ahead “and stressed that the government should put the precautionary principle into account.

– Want dialogue

Head of Section, Environment Directorate, Harald Sorby, looking forward to meeting IMR.

– We are interested in having a dialogue with IMR. It is definitely a competent body that may contribute to our affairs, and it is important to have a good relationship with them so that we can have the best possible cooperation.

Sørby shows that they are now considering whether they have obtained all the information they need. They will decide in September. He has previously stated that the Environment Directorate aims to make a decision on the matter during the year.

Nav get refs Forms jungle – Adresseavisen

Monday handing Nav Committee’s first report to the Minister of Labour Robert Eriksson (FRP). Aftenposten has gained access to the main conclusions of the report.

– The main problem we find is that Nav communicate in a way that gives uncertain users. This means that they must contact Nav again, and that the meetings are more tense than necessary, says Sigrun Vågeng, who heads the expert committee that evaluates Nav.

– Although satisfaction with Nav has increased slightly In recent years, we must acknowledge that there are still too many disgruntled users. It’s almost strange that Nav – to help us if we end up in a difficult situation – score worse than, say, Tax Administration collects money from us, believe Vågeng.

– This is something I think you have to taking seriously, says she aftenposten.no.

Proposes regular contact

Vågeng think the goal should be to get the number of visits Nav offices significantly reduced, but the committee has not quantified how much.

She says there should be a measure to allow users to find most of the information they need online or by phone. The resources saved on this should be channeled into efforts to get more people into work.

– Nav should go through all the information is on their website and everything sent out by letter. Some of the letters sent out from the Nav can be difficult to understand, says manager selection.

In some areas, she looks for the self-service on-line. The Commission wants it immediately initiated a pilot project in which issues of parental be answered only through telephone, online and letter.

The Commission proposes that users with many challenges, such as families with seriously ill children should get a fixed Contact the Nav coordinating these user issues.

– Everybody can not get a dedicated contact at Nav, but someone should have said Vågeng.

Nav has for several years worked with a large IT project. Vågeng mean you can not sit back and wait for this to take effect.

– We need to look at what can be done now, she says.

Up to five letters

Labour minister praises expert committee for having gone so thoroughly into all the stories from users of Nav. The committee has read all feedback Minister given after meeting with Nav users last fall.

Eriksson parts Vågeng objective to reduce the number of unnecessary visits to Nav offices.

– Should we succeeded in giving those with complex problems better assistance and follow-up must Nav become better at providing better and clearer information to each user. Then there will be less need to go down to the Nav-office with questions about what really is in the letters you have received, he said.

Eriksson points out that there might be up to five letters the granting of a work assessment allowance from Nav.

– These things we must put an end to. Nav must use their resources on those who need it most, says the Minister.

– Good and interesting suggestions

Nav get refs Forms jungle – Aftenposten

Today submits Nav Committee’s first report to the Minister of Labour Robert Eriksson (FRP).

– This is something I think you have to take seriously, she said.

Proposes regular contact

Vågeng think the goal should be to get the number of visits Nav offices significantly reduced, but the Commission has not quantified how much.

The Commission proposes that users with many challenges, such as families with seriously ill children should get a permanent contact in Nav coordinating these user issues.

Labour Minister is satisfied that the arrow in recent years have pointed slightly in the right direction terms of user satisfaction, especially among those who receive benefits such as child benefit or pension. But he is concerned that users with complex needs are the most unhappy.

– I think the selection comes with a good and interesting proposal that including parents with seriously ill children to their NAV supervisor. This will provide better supervision and increased safety, says Eriksson.

Nav-reform gave fewer jobs and more on social security

– With Nav has ended completely in the ditch, says social security lawyer Anders Andersen (66).

– We take our dose to shut up every day

But Nav employee Heidi Only Skjæran (37) believes Nav is right medicine to get more Norwegians job.

– Nav is better than its reputation

Six out of ten respondents who have been in contact with Nav, is roughed up.

PPP case goes to legality – Amtstidende

SV Christian Hintze Holm believes the report is so deficient that it does not meet the acceptability requirements; with regard to announcing a PPP agreement (public-private-partnership) with 30 years’ duration and an acquisition value of well over 100 million.

– The lack assessments of what such financing will entail consequences arrangement can have and what risks municipality undertakes compared to a traditional leveraged model. We believe the lack of case study had significance for the municipal council. It was evident that there was considerable confusion among officials about what OPS means on the areas that were not investigated, mainly costs and risks.

– No assessment of impacts

And he had far more to say on how he thought the decision was inadequate

– The chief officer’s case report describes in all material respects the need for and nature of care homes, as well as an assessment of whether the municipality may enter into a PPP avtale.Hvordan it will take place in practice, it is not rated consequences, he argues and exemplifies:

– The general out risk and uncertainty factors of PPP financing, cost impacts against the other possible funding models, the consequences of long-term bond to one supplier, if there is no market for PPP financing from the specified criteria and possible regulatory consequences, are not discussed. These factors obviously must be studied before such a competition advertised, he emphasizes and explains:

– A short, very incomplete, and according to the alderman hastily prepared notes, were laid on the table of the board . It turns sketchy stated that PPP financing will be an estimated 1.2 million more per year than debt financing. This paper is not included in the documents that formed the basis for the municipal council.

Shortage List

then listed Hintze Holm up what he thought was the main shortcomings:

– First, given misleading information about alternatives to PPP. The alderman writes that the municipality has no other suitable sites for the purpose. This is a fact and manifest errors. This assumed that the municipality must acquire care homes as OPS or service contracts, ie because the opportunity for traditional debt financing is not available. This is misleading information. There is nothing in the way of the municipality itself may acquire residential homes through a traditional construction project, whether on municipal land or empty city purchases.

– There is a general problem with PPP financing market for this are not well developed, so that the number of suppliers is small and the real competition is limited. In our case, this will probably be extra unobtrusive, following criteria shall be applied. There will be few current suppliers because there are very few pre-regulated private land for such purposes north of Fjellstrand. The case contains no assessments of the ability to obtain a sufficient number of providers, or what kind of impact a limited number of providers can get.

Furthermore, he pointed out a lack of clarity with regard to the criteria for selection of the bidder:

– It is not specified how you want to handle significant matters that location , progress and not least about the current plot is regulated or unregulated. There is no assessment of the relationship between the municipality’s role as PPP Party and municipal planning authority. By an attachment makes it clear that it envisages commencement of the lease in 2016 when providers must have completed regulated areas.

– If you must enter into an agreement with a landowner who is addicted to conduct a regulatory process, it will be challenging due to the municipality’s role as a planning authority. The municipality may not bind its planning authority through private law contracts, and can get liability if regulation for this purpose is complicated. There will also be a question of what situation the municipality comes as planning authority to landowners already started to adjust to similar purposes, but not chosen, or can bind to the 30-year PPP contracts with the municipality.

Cost and expertise

Finally pulled Hintze Holm until he felt a vague charge image:

– The cost consequences of a PPP financing is not explored beyond that mentioned in a line in the proposal that a traditional construction project would normally result in lower financing costs, “because the municipality may borrow money considerably cheaper than a private actor. “

– The need for expertise to formulate the basis for a PPP agreement, and the cost of it, is not considered. An agreement that obligates the municipality for 30 years requires a very thorough preparation and excellent negotiation skills.

– The same applies to changes during the contract period. The municipality’s experience shows that depending on the purpose flexibility. Within such a long period as 30 years, occurring obvious changes in the needs that require changes to the buildings. PPP contractor will be in a monopoly situation, which could result in any change will be costly, rounded Christian Hintze Holm argument array.

then promoted Claudia Behrens (MDG) the following:

“municipal council decision in the case is repealed. The case is under further study on the basis of the points in the requirements of legality. “

But her proposal received only nine votes (2 R, 5 S, 2 MDG) and fell. Then the setting adopted against eight votes (2 R, 5 S, MDG 1).

“Local Board’s decision in this case upheld and the application of legality forwarded to the County for treatment.”
