Ordet Bitbil, eller Betabil, hadde jeg glemt, og ordet Meitebil hadde jeg aldri hørt en gang.  Begge deler er sentrale elementer i en ny bok som heter «I Grenseland». Og som handler om akkurat det.

På mer enn én måte.

For fire år siden var det en praktfull utstilling i rådhuset. Fotografene og dokumentarikerne Per Hjorth og Rolf Larsen hadde laget fotokunst av den gamle bilskroten i Töcksfors.

Heldigvis våknet interessen for andre elementer enn det estetiske, og Rolf Larsen begynte å stille seg selv spørsmålet om hvorfor.

Hvorfor var det en god idé å legge, ikke bare en, men mange store bilhoggere inne i tjukke skauen, så tett opp til norskegrensen?

Vill vest
Ikke bare fant han svarene, han har også skrevet en skikkelig vill vest roman om eventyret.  Skjønt roman – dette er jo en iskald dokumentar, men historien går, takket være norsk byråkrati og merkelige tollere og bilsakkyndige, til de grader over stokk og stein at man ikke tror det er mulig.

Inntil det gikk opp for meg at dette har jeg jo vært med på selv. Min gamle kollega her i huset, Finn Ryhl, var spesialist på å dele opp og skjøte DS'er – det var ikke få av disse chassisnummer-spesialene jeg deltok på som assisterende kirurg. «Foreldet, herr dommer. Foreldet!»

Bakgrunnen var først bilmangel, deretter frigivelse av bilsalget, men fremdele mange restriksjoner. Pluss spesialavgifter og fiskale avgifter og en gjennomført ikke-vennlig holdning til bil i alt det offentlige, pluss at biler var både billige og tilgjengelige i nabolandet.  Og grensekontrollen ganske munter og reglementene ikke spesielt tydelige.

Kreativt
Så her har vi historiene om oppbygde vrakbiler av deler fra Sverige. Folk kjøpte den gamle haugen komplett og demonterte den på skroten. Mor tok med seg motoren og bror tok med seg chassiset og søster tok med seg innredning og det elektriske, og så kom far da.

Han hadde ansvaret for karosseriet. For det var karosseriet som definerte bilen, når den ble bygget opp. Og den kunne i prinsippet ikke importeres uten å betale bilavgifter. Men kunne han få den med seg for tildelt turistvaluta, cirka 300 kroner, gikk den glatt inn.

Noen ganger var det åpenbart at karosseriet virkelig var verdt mye mer enn 300. Da sagde han det i to, og tok med en halvpart av gangen. Det var jo han som skulle sveise det sammen igjen.

Jojo
Dette var et regelverk som oppførte seg som en pendel. Plutselig var det bråstopp, og på en tollstasjon som stengte kl. fire sto folk igjen med «biler som plutselig var forbudt å importere. Mens tollstasjonen lenger opp i lia, som ekspederte til midnatt, slapp de samme delene igjennom.

En gang var det et vindu på noen spesielle smutthull i regelverket fra 20. desember til 12. januar, en annen gang var det noen biltilsynsstasjoner som stoppet registreringen på grunn av «offisielle» uttalelser i avisartikler, mens andre fortsatte, siden de ikke hadde hørt noe fra direktoratet ennå.

Men vi snakker ikke bare brukte biler i denne boka. Også om smutthull med hensyn til å skaffe seg ny bil får stor plass, glimrende innsikt i byråkratiet både ved sitater og ved praktfulle faksimiler av offentlige dokumenter.

For eksempel et håndskrevet notat fra en saksbehandler til direktør Bjerke ved direktoratet for Eksport- og Importregulering: «Hvis flere redere etc. nå sier de må ha større og finere biler, så bør svaret bli at nå kan de kjøpe seg en Zim eller Zis … Også redere må kunne klare seg med dem».) (Z-bilene fra russiske og også uten kjøpetillatelse).

Meitebil
Og vi snakker et fenomen jeg burde ha husket, men friluftsvirksomhet har aldri vært prioritert.  Fiskekonkurranse med bil som førstepremie. I Oslo var det 2000 stangfiskere langs brygga og 20.000 tilskuere for å se på. 2 kg. flyndre var nok til å sikre en Moskvitch.

Her kommer uttrykket Meitebil inn – selv om vinneren hadde brukt reke som agn.

Rekebil?

Det nytter ikke å gjengi en brøkdel av alt det interessante i boka, og det vil ikke koste deg mye å få hele innholdet ned i din egen sofa.

Det handler ikke bare om syndere og tollere og folk som mekket med brukt spillolje for å holde varmen i trekkfulle garasjer, det handler om et særdeles sentralt fenomen i en ikke alt for fjern fortid, den gange Norge fremdeles var på vei opp og frem.

Utfordringer i kø
Til dels hindret – eller assistert? – av politiske vyer og byråkratisk praksis. Bare et par siste ord om akkurat dette siste elementet: jeg fikk nesten en sånn snill-nazitysker-slem-nazitysker følelse fra et par av beskrivelsene.

På den ene siden de stadige avslagene fra alle som hadde brukt penger og tid på delene og som virkelig trengte denne bilen, som de altså ikke fikk bygge opp, eller han bilsakkyndige i Halden som hver tirsdag hadde kontroll på busstasjonen på Ørje.

«Hver tirsdag, husker jeg, Reidar Larssen het han, han var spesialist på å knekke bremser på Folkevogner. Han gikk alltid med hatt som ofte falt av da han satte seg inn i den trange bobla. Humøret ble ikke bedre av det. Det eneste han gjorde på kontrollen var å sette seg inn i bilen, ta et godt tak i rattet og så trådde han til alt han orket, en, to, tre ganger. Åtti prosent av gangene så knekte bremserøra, bremsevæska spruta ut. Ikke et ord sa han. Så var det bare å bytte bremser…»

Noen snille
Men så har du de snille: Håndskrevet notat til Statsråd Arne Skaug (handelsminister) om to biltildelingssøknader litt på grensen «Statsråden. Skal vi overhodet gjøre flere unntak nå, måtte det være for de to førstnevnte…».

Eller formannen i Bilsakkyndiges Forening som skrev at «Vi har hatt bilfordeling i 10 år nå, og det synes jeg kan være nok. Jeg har arbeidet i Bilkontrollen siden 1922, men Bilfordelingen er det mest motbydelige og uhyggelige som jeg noen gang har opplevd…»

Denne boka er infotainment med topp karakter. Jeg lærte masse.

Fremdeles står det hytter av russiske bilkasser i Modum, der man kan lese at den Popedaen kassa opprinnelig inneholdt, hadde fargekode 313, eller at ikke alle switch-forretningene gikk på gammal sild.

Kolberg, Caspary fikk 100 Hillman i bytte mot Sardin i tomat, mens det ikke ble noe av 1500 Renaulter, fordi Norsk Frossenfisk S/L ikke kunne levere – det er til og med helt nytt og tidligere ukjent stoff her om hvordan Troll ble til, og jeg både moret og hygget meg hele veien.

Boka er utgitt av Statens Vegvesen, ved Norsk vegmuseum. Nok en sterk søknad om at museet må bli den store sentralen for alt som finnes av konkret norsk bilkultur.

Now council buy social housing on the west side – Osloby

Today, Oslo approximately 10,000 municipal housing. Almost half is in saws, Old Oslo and Grünerløkka. City Government has been criticized for social housing is concentrated in the inner east, but now will look towards Ullern Frogner, Vestre Aker, Nordre Aker and St. Hanshaugen.

Pr. 1. January 2018 there will still be a need for hundreds of municipal housing in Oslo. And still will saws have 2130 ordinary social housing, while Ullern will only have 182.

– Will you do more to spread the housing stock?

Wherefore Chairman Scheie go – Rome Blad

** Former Chairman of LSK, Heidi Scheie, has responded to this background paper written by Romerikes Blad sports director Morten Svesengen. Scheie commenting article point by point. The post you can read here: tendentiously and falsely about LSK Board

BACKGROUND Morten Svesengen, sports manager

Most communicated from LSKs highest body to the public in recent months has been either neutral releases or statements from the club now retired chairman.

All the other board members have been silent. Instead of going in discussion with the chairman of the media, they have chosen “no comment.”

RB sport know that it has been anything but calm within the walls at its meetings lately. Where there has been a struggle for the club’s future and the way forward.

Yet none of the other directors wanted to come with his version when Chairman Scheie on several occasions has agreed to be interviewed about how she experiences the economic situation in LSK.

There is a version of reality in which neither LSK majority of the Board or the staff of the club’s management parts.

When the majority of the Board has chosen to sit quietly and not answer questions, so it’s about that they wanted peace around LSK that the club should be able to look forward.

The truth is that since the summer and especially in the fall, has been a huge disagreement internally LSK Board on the way forward. In addition, finance group as chairman relied on (also called DD-group) and other key LSK people affected board from each side.

Where chairman talked about large debts, sales of LSK hall and other properties, it has gradually become a clear majority on the board to look at other solutions. Scheie in turn have meant that sales are only resort to salvage club economy.

Gradually were very few directors and none in LSK administration involved in the process of finding a solution with Skedsmo municipality. RB sport know that both present and former directors in the process have felt that they have been accused of hiding things.

Although signals from Skedsmo municipality became clear that a purchase of the LSK hall was not relevant, did not want the chairman to change strategy. It created concern in the board as a whole. They feared that standing leg hard on sale would make it difficult to come to a solution with Skedsmo municipality. Without an agreement with the municipality, would neither bank or other lenders discuss installments on loans to Arasen Property A / S and LSK in 2015.

At worst, such a strategy ended in bankruptcy court for LSK already before the New Year.

It was therefore the majority of LSK Board at the Board meeting on 18 November deprived Heidi Scheie responsibility to work with hall case she had spent almost all his time in recent months.

In a memo from LSK Board after the meeting on November 18 where it was requested that especially Rome Blad should access it, it says among other things:

The Board has received clear signals from the municipality that it has received divergent messages from different quarters of the club, and that the internal disagreements and unrest has come out clearly for the municipality. The Board will ask Per Berg as director of Arasen Property to participate in the work, and it is contemplated that one of the members of the Club participate. Board appreciates that so many volunteers have participated with enthusiasm and fervor in formal and informal channels, but it is essential that the club forward acting with one message. Board requesting that the designated team gets control the further process alone. The club is dependent on finding a solution with the municipality, and we still strongly believe that it should be done.

The following week passed the chairmanship to provide recreational sports in LSK 2.1 million in annual funding for three years. Majority of the board sees it as a positive decision for LSK.

In message board embarked on the club’s website after the board meeting, stated that Scheie had informed the Board that she would not stand for reelection as chairman in February, but that the Board until further would work as before. The alternative to that she should resign, was that the majority would convene an extraordinary meeting just before Christmas to remove the chairman.

On the afternoon of Friday, 5 December came the press release from LSK Board that Scheie had resigned as chairman. She has not wanted to give any further comments to Rome Blad. But in an interview with VG on the evening of Friday December 5th she pretended to be interviewed and explained including his retirement as follows:

– There is a need for major changes in the team. It’s something I’ve worked with for years, and it is still necessary. But there must be limits to implement it, and it is not present.

Last month drew both Anja Snedsbøl and Ronny Blomseth from their posts LSK Board. Asked by VG that “it sounds dramatic when three directors retires?”, She answers the following:

– Yes, it is of course unfortunate. There is nothing else to say about it.

Scheie was informed that the two other members are withdrew for other reasons, and that their departure has nothing to do with her. But so her response is reproduced in the VG interview she chose not to emphasize it.

Facing RB sport confirms Snedsbøl and Blomseth that they withdrew from their duties because of changes in their jobs, which meant less time to work in LSK Board. Their decision, according to the two former directors do something Scheies retirement to do.

Scheie and her new board came up job from day one, and in May adopted a unanimous board to conduct an even greater downsizing so that administration total was cut from 14 to six years. It was an absolutely necessary cut process to create a sustainable economy in 2015 as LSK Board under Scheies management conducted.

Until then also stood Board LSK quite collected on important decisions. But in the summer and especially autumn was cooperative climate deteriorated. The disagreement on the way forward became so great that frustration spread in both parts of the Board and management.

Chairman Scheie was together with his supporters in economics group outside board keen to sell parts of LSKs property portfolio to get rid of debt. A large majority of the board has gradually seen opportunities to rectify LSK economy without selling the family silver.

The majority of the Board believes that the situation in LSK looks much brighter than the chairman Scheie have expressed.

The willingness to bow to the majority board was ultimately what led to the others in the LSK Board felt obliged to compel the Chairman’s departure. On the way they wanted to create calm around the club and to give the club’s management and sporting apparatus work undisturbed.

Must fork out 800 million to ensure road users – Smaalenes Newspaper

It costs least 800 million to build median barriers between Hærland and Winton.

800 million, the current path between Melleby and Winton 2.5 meters wider but still gets only one lane in each direction along .

Shanghai Stock Exchange, however, is relatively flat. The same is the Hang Seng in Hong Kong.

Taiwan Stock Exchange and Kospi index in Seoul pulls up respectively. 0.2 and 0.3 percent, while exchanges in Sydney and Mumbai both pulls down 0.2 percent.

WTI oil on 50- century

I would like to comment on the article “Wherefore Chairman Scheie go” in RB Tuesday 8 December. The article contains a number of errors and are imprecise. Attached my comments in 20 points:

1. “All the other board members have been silent”:

There has been extensive leaks from the board / management to the media. A number of confidential board documents have ended up at RB. This is confirmed and visualized by RB in several cases. In addition, it seems that RB is used as a mouthpiece of certain people in and around the board / management. Given these leaks and erroneous representations I have as chairman had pronunciation me to correct what is communicated in RB.

All directors and decisions are taken jointly by the Board. There has been disagreement on the board about the economic situation in LSK. “As we see it from the received financial statements (accounting pr. 31.8. 2014 liquidity forecast for the last quarter 2014), it may look like Arasen Property will go with a smaller deficit 2014. However, it is recognized rent from LSK premises association manages to club premises and VIP facilities at Åråsen stadium and for rent in the LSK hall.
