- This is much worse than we first thought – Altaposten

Thursday morning informed Mayor Alf E. Jakobsen and Councilman Leif Vidar Olsen council in Hammerfest on a consultation paper which was released Friday morning. The memo, entitled “Property Taxation of labor and machinery, etc. implement and use, “adds up to big changes in taxation of industrial plants.

Hammerfest is the loser

The reason that Hammerfest hit especially hard is that the Melkøya plant currently taxed as if it is only fixed installations here. With the proposed changes, a large part of the plant is kept away from taxation, then it can be considered mobile equipment.

– If a change is made in the definition of what is a fixed installation, so it will be reflected the way to calculate property tax, said Councilman Olsen to Altaposten Thursday.

– We are six landing municipalities affected and a total of 100 municipalities when we take with other industry municipalities. It will draft document can only be taxing the lot and building and nothing else, writes Mayor Jakobsen on Facebook.

Unacceptable

Helga Pedersen (Labour Party) believes tax proposal provides hopeless impact, not least for Hammerfest part. In the consultation paper shows that the Ministry of Finance envisages that the result will be the relocation of approximately 1.3 billion, from authority, and businesses, particularly large production enterprises including in the oil industry. Hydroelectric power is excluded.

It seems that the government does not have though that a good school and elderly care is related with a good municipal. A revenue in the billions for the municipalities we are obviously contrary.

Pedersen does not deny that they would welcome a review of the rules for the valuation of tax object.

– But, as they say, it is a difference between shaving and cutting off his head. I will never accept a scheme that allows Hammerfest lose revenue in the order of magnitude we are talking about, she said.

Finnmark lose – again

And better are not speaking of reintroducing municipal corporation.

Nå i juni måned kan det amerikanske kinopublikummet velge og vrake i filmer fra indre Møre og Romsdal. Det er nok mange av oss som gjerne ser at all verdens kinopublikum får flere slike luksusproblem i årene som kommer, og kanskje blir filmmeldingen det verktøyet vi trenger for å trekke flere filmproduksjoner til Norge.

Gudene skal vite at det arbeidet ikke har vært lett: Næringspolitiske filmperspektiver har de siste årene forstummet i et politisk vakuum. De regionale fondene har blitt sulteforet, den nasjonale filmkommisjonen har vært i limbo, og insentivordningen har rukket å bli en utålmodig tenåring. I dette perspektivet kommer filmmeldingen som et livgivende pust: Norge skal være et attraktivt innspillingsland. De regionale fondene skal konsolideres. Insentivordningen skal endelig ut i livet.

Men noen skjær i sjøen finnes fortsatt.

Den nasjonale filmkommisjonen

I 2006 var den nasjonale filmkommisjonen finansiert med 3.5 mill. kroner som en egen stiftelse lagt til Bergen. I arbeidet med Veiviseren anbefalte både Einarssonutvalget, daværende NFI, Norsk filmfond og samtlige regionale filmorganisasjoner at filmkommisjonen burde få en direkte bevilgning over Næringsdepartementets budsjett. Likefullt gjorde Kulturdepartementet i 2007 en vurdering av at filmkommisjonen burde bli innlemmet i Norsk filminstitutt: Et samlet ansvar hos NFI ville utløse synergieffekter.

Synergieffektene uteble, og istedet fikk den nasjonale filmkommisjonen innskrenket sitt handlingsrom og mandat.

I kjølvannet vokste regionale filmkommisjoner frem i Stavanger, Bergen og Trondheim, men med svak og midlertidig finansiering fra fylkeskommuner med stadig strammere økonomi. Kun Vestnorsk filmkommisjon i Bergen har hatt grunnlag for kontinuerlig drift fra 2007 til dags dato, og brakt prosjekter som Ex Machina og Sunshine Superman til landet.

Kulturdepartementet har siden blitt misfornøyd med filmkommisjonens posisjon i NFI, og i Statsbudsjettene for både 2014 og 2015, såvel som i Stortingsmeldingen om regjeringens internasjonale kulturinnsats i 2013, konkluderte departementet med at de ville se nærmere på hvordan oppgavene med å markedsføre og tilrettelegge Norge som opptaksland skal håndteres.

At filmmeldingen nå foreslår å avvikle den nasjonale filmkommisjonen kommer derfor som en overraskelse. Skal Norge bli et attraktivt innspillingsland, og satse millioner på en insentivordning, må det følge et tilsvarende sterkt fokus på omdømme- og merkevarebygging. Norge er fortsatt et ukjent innspillingsland. En nasjonal filmkommisjon skal utvikle en global omdømmeposisjon for Norge som filmland, og skal skaffe Norge konkurransefordeler gjennom å posisjonere seg i et globalt film- og tv-marked verdsatt til over 700 mrd kr.

Den internasjonale filmbransjen har kanskje fokus på bunnlinje og resultater, men filmprosjekter drives frem av personlige relasjoner. Norge har behov for et kontaktpunkt som kan rådgi utenlandske produsenter, regissører, produksjonsdesignere, linjeprodusenter og location scouter om insentivordning og fond; om lokasjoner, topografi og logistikk; om norske fagfolk og talenter, utstyrsleverandører, infrastruktur og produksjonsselskap; om visum, innførsel av utstyr, mva-spørsmål, arbeidsrett og skattespørsmål; om kompliserte filmtillatelser, ferdsel i utmark og nasjonalparker; om samarbeid med departementer, ambassader, reiselivsinteresser og statlige etater.

Det er et arbeid som krever statlig finansiering.

«Hvis det blir innført en insentivordning vil regionene selv ha de nødvendige insentivene for å utarbeide gode filmkommisjonsløsninger (…) Også lokale og regionale myndigheter kan ha en sentral rolle i filmkommisjonsarbeidet», foreslår filmmeldingen. Men har virkelig fylkeskommunene økonomi til en vesentlig styrking og langsiktig drift av de regionale filmkommisjonene? Har lokale myndigheter kapasitet til å utvikle sterke kunderelasjoner til ledende filmprodusenter i Beijing, Los Angeles og Mumbai? Bør ikke markedsføringen av Norge som innspillingsland sees i sammenheng med øvrig nasjonalt arbeid for nærings- og norgesfremme?

Når staten nå legger en insentivordning på bordet, vil sannsynligvis flere regionale filmkommisjoner komme på beina. Vestnorsk filmkommisjon vil fortsatt ha et internasjonalt fokus, og sørge for at en norsk insentivordning møter de internasjonale prosjektene med størst verdiskapingspotensiale for regionen.

Men, arbeidet med å representere Norge som innspillingsland må anerkjennes som en nasjonal oppgave. En fristilt nasjonalt filmkommisjon, som en egen stiftelse utenfor statlige forvaltningsorgan, må styrke de regionene som satser, og samtidig representere de regionene som ikke ser et potensiale for internasjonalt arbeid. Norge bør heller ta modell av Nederland: Da Nederland lanserte sin insentivordning (mai 2014), gjorde de dette samtidig som de lanserte en filmkommisjon med budsjett på €600.000.

En filmkommisjon, med en insentivordning som følgesvenn, kan bli den absolutt viktigste aktøren for Norges synlighet i verden. Intet mindre.

Det er et arbeid som er verdt statlig finansiering.

Insentivordningen

«Incentive schemes, with their automatic application, allow film producers to factor in a foreseeable amount of funding already in the development phase», står det å lese i et EU-notat. En insentivordnings fremste kvalitet skal altså være en forutsigbarhet som gir produsenter anledning til å planlegge lokalisering og finansiering av produksjoner tidlig i utviklingsarbeidet. Filmkommisjonene har her en nøkkelrolle, og skal bistå produsenter med hvordan de kan factor in a foreseeable amount of funding.

Filmmeldingen går i motsatt vei: Filmkommisjonen skal avvikles, og insentivordningen blir neppe utpreget foreseeable. «Budsjettrammen til en eventuell insentivordning må innrettes etter de årlige budsjettprosessene. Av den grunn vil det være behov for å prioritere mellom kvalifiserte søkere dersom totalt søknadsbeløp overstiger fastsatt budsjettramme», heter det i filmmeldingen.

Widvey peker selv på Island som en modell for den norske ordningen, men islendingene selv peker på nettopp forutsigbarhet som den viktigste årsaken til veksten landet har opplevd: En insentivordning som er enkel og forutsigbar, uten søknadsfrist, uten tak, uten begrensninger. Kvalifiserer filmen gjennom kulturtesten er du i gang. Uten å ta modell av disse kvalitetene, kan ikke Widvey hevde at den islandske er rettesnoren for en norsk ordning.

En begrenset budsjettramme vil skape en rekke utfordringer: Skal ordningen ha søknadsfrister? Hvordan skal det prioriteres mellom prosjekter? Hva blir øvre tak per prosjekt? Blir det først til møllen? Hvilken budsjettramme har insentivordningen om 2-3 år når prosjektet er klar for opptak?

Nå har riktignok også Island en budsjettramme på insentivordningen, fastsatt etter forventet produksjonsaktivitet, men denne kan justeres i løpet av året ved behov. Vil Widvey sikre en tilsvarende fleksibilitet som på Island? I en tid der oljejobber forsvinner og landet er i omstilling, bør Widvey ha politisk rom til en økt satsing på en internasjonal vekstnæring som film og tv: Per kapita investerer New York det dobbelte av Norge i den audiovisuelle sektoren, mer grisgrendte Island investerer nærmere det firedobbelte av Norge.

Widvey har lovet en insentivordning på et europeisk nivå. Fra 2016 og framover vil dette nivået være nærmere 30% enn 20%. Den islandske ordningen ligger i dag på 20%, men skal evalueres i 2016. Ingen vil bli overrasket om Island kommer ut med en styrket ordning på 25% – 30% i 2017: Island har opplevd en vekst i omsetning i film- og tv-sektoren på 300% i perioden 2010-2014, og insentivordningen har bidratt til et kapasitetsløft for bransjen som helhet.

Forskriften om innretning av insentivordningen utarbeides nå, og vil sendes på høring til høsten. Det er en lang rekke ubesvarte spørsmål som departementet må finne svar på: Hvordan vil kulturtesten se ut? Vil det være krav til minimumsforbruk? Vil det være en nedre budsjetterskel for tv-drama? Vil insentivene rateutbetales på linje med andre NFI-tilskudd? Hvordan vil komiteen som gjør innstillinger se ut? Hvilke funksjoner skal knyttes til forvaltningen i Bergen?

De regionale fondene

Det er allerede klart at insentivordningen vil gjelde både norske og utenlandske produksjoner, men det skal ikke bli adgang til å kombinere en insentivordning med produksjonstilskudd fra NFI. Insentivordningen blir dermed ikke et verktøy for å hindre unødvendig utflagging av norske produksjoner, og departementet vil heller ikke innføre territorialitetskrav på NFI sine produksjonstilskudd.

Her kommer en styrking av de regionale fondene inn i bildet. De regionale fondene med størst aktivitet vil trolig styrkes vesentlig, men må konsolidere seg i større regioner for å bli tildelt midler fra 2016 av.

Fondene vil få tilsvarende regelverk som NFI, og kanskje vil dette også innebære at fondenes statlige midler må kanaliseres videre som tilskudd (og ikke som investeringsmidler). Tilskuddsmidler i de regionale fondene vil gi landet en motvekt til norske filmprosjekter som søker seg til utenlandske insentiver. Dette vil også introdusere et interessant trappesteg for utenlandske filmprosjekter som søker seg til Norge: En norsk serviceprodusent kan hente inn finansiering via insentivordningen, og med en oppgradert status som samprodusent i tillegg hente tilskudd fra de regionale fondene.

Så blir det spennende å se om Oslo trives i skyggen av Stockholm, København, Bergen og Trondheim, eller om også Oslo kommune vil komme på banen med egne filmambisjoner.

Det er nok første gang i historien at to norske nabodalfører nå står samtidig på kinoplakaten i USA. At Ex Machina og Sunshine Superman skaper oppmerksomhet og verdier både for norsk kultur, reiseliv og næringsliv hersker det ingen tvil om. Anslagsvis 3 millioner amerikanere har nå sett Ex Machina, og Valldal og Juvet landskapshotell har fått blest i magasiner som American Cinematographer, Wallpaper og Independent.

Vanity Fair sier det kanskje enklest i sin omtale av Ex Machina: Go ahead and start planning your trip to Norway. Vi får håpe departementet styrer unna en annenrangs insentivordning, slik at vi kan komme med en tilsvarende oppfordring til verdens filmskapere.

Dow Jones is up 0.19 percent to 17,938, the Nasdaq 0.22 percent to 5.066, while the broader S & amp; P 500 index put on 0.16 percent to 2.101.

Investors have their eyes on today’s monetary policy meeting of the Federal Reserve, where they will look for concrete signs of when the first increased the rates come.

It is hoped that Governor Janet Yellen will eliminate the list of potential dates for interest rate increases, a list that extends from September to late next year.

– This meeting may give fight important clues not only about when the first interest rate increase is coming, but also (and probably more important) the pace at which future rate hikes will come, writes analyst Richard Perry in Hantec Markets according to MarketWatch in a note.

Duo falls after figures
Among individual stocks fall FedEx 2.8 percent to $ 177 after adding up disappointing quarterly results.

Oracle will release its figures for closing, and is unchanged at $ 44.64.

Adobe Systems fall 0.9 percent to $ 79.22 after the company presented its quarterly report after the close yesterday. The company behind including Photoshop presented weak outlook for Q2.

We also take that energy stocks leading the way, in line with rising oil prices.

Claims FRP would accept 7,500 Syrian refugees – Dagbladet.no

Progress politicians have called it irresponsible to accept 8,000 refugees from Syria. But in an internal memo accept FRP to accept 7,500 refugees from the country.

VG has gained access to the note, showing how FRP and Right would present the government’s view. The memo is dated June 4, the day before FRP decided to withdraw from the negotiations in Parliament.

Fremskrittsparti-politikere har kalt det uansvarlig å ta imot 8.000 flyktninger fra Syria over tre år. Men i et notat aksepterer Frp å ta imot 7.500 flyktninger fra landet over fire år.

VG har fått tilgang til notatet, som viser hvordan Frp og Høyre ville legge fram regjeringens syn.

Notatet er datert 4. juni, dagen før Frp valgte å trekke seg fra forhandlingene på Stortinget. Forhandlingene endte med et kompromiss om at Norge skal ta imot 8.000 syriske flyktninger over tre år.

Frps nestleder Per Sandberg har varslet at han vil bruke denne saken i valgkampen.

– Vi skal drive valgkamp på denne saken og fortelle velgerne hvor uansvarlig dette er, sa Sandberg da det ble klart at Norge skal ta imot 8.000 syriske flyktninger.

Sandberg sier han ikke var kjent med notatet, som var Frps forhandlingstilbud.

– Jeg kjenner ikke til noe forslag. Da hadde det blitt lagt fram for gruppen. At det foreligger arbeidsdokumenter til grunn i forhandlinger er helt normalt, sier Sandberg.
