Deichman delayed once again – Aftenposten

The plan was Deichman in Bjørvika opened end of the year 2016/2017. In May it was announced that the completion will be delayed by 19 months. When we wrote that the library is ready in the first half of 2018. Today it became known that it can take seven more months before we get a new library.

Konst. commissioner for culture and industry, Anne Siri Bekkelund (V), says that she has presented to the committee Wednesday, and that it gets sent a memo to the City Council on Wednesday night.

– I have today received a letter from the Culture House in Oslo (KIB), where they describe that they no longer expect that they can keep the cost framework and the building is now expected to be completed towards the end of 2018, says Bekkelund.

The City Council approved a budget of 2 , 6 billion in 2013, but because of the market and the leak in the excavation, the project is more expensive and takes longer than expected.

– Work to seal the leak in the construction pit appears to provide an additional cost of 120 million but we need to do an external review before we put the new forecasts, she said.

They are looking at possible cuts, while there may be other unexpected costs, and know not how much they deviate from the original budget.

There are two main reasons for the delay and budsjettsprekket. One is the market situation that caused the market did not respond to the municipality’s tender as expected. KIB only got into one offer, and the price was far above the expected level. Therefore, they chose to divide the contract into two, and put out a new tender. The second reason is the leaks.

– Building Management has failed to determine the cause of the leaks in the building pit. That there are no leaks are common, but they are so big. We do not currently know why, but we shall try to find out, says tells Bekkelund.

How will the food industry to cut salt in sausages, spreads, butter and pizza – VG

Today is Health and Human Services, Bent Høie (H) handed over the list of the amount of salt in the food proposed cut by 2018.

VG has gained access to the note shows the specific targets for the reduction of salt in food.

The document contains specific targets for the reduction of salt in food.

Among the proposals it is evident that by 2018 all salt in sausages, cold cuts and minced meat products be reduced by 15 percent. For butter and margarines goal is 25 percent less salt, and pizza 28 percent.

Specific measures

In June, the Minister of Health created one business group to come with specific measures to reduce the use of fat, salt and sugar.

The goal is to halve the salt content, cut the saturated fat by 35 percent and reducing sugar usage even further.

Orkla Chairman Stein Erik Hagen was the first meeting picked to promote the work of the group.

The industry should commit to developing and offering healthier products and make them easier for people to choose.

According to health authorities, we obtain twice as much salt as recommended. A high salt intake increases the risk of stroke and fatal heart attack, according to research from the World Health Organization.

The list that the Minister today is delivered, contains specific targets for how much salt reduction is recommended in the various product groups.

** For butter and margarines that make up the greatest share of the market, reducing it from an average of 1.5 g per 100 grams to 1.1 grams of salt per 100 g. It forms a salt reduction 25 percent.

** For snacks group is the potential for reduction differently from product to product, but it is according to the working group realistically with a reduction of 15 percent.

** For pizza is the average salt level of 1.8 grams per 100 grams. The goal is to get down to 1.3 grams per 100 grams – a reduction of 28 percent.

One of the problems with reducing added salt in food has been competition between manufacturers.

Taste can be a competitive advantage. Therefore want Høie the entire food industry will follow up actions simultaneously. Not just the big mataktørene.

The figures I have on the table today, the companies represented in the corporate group. They are major players in the industry. I hope this is an inspiration for others in the industry, so that the whole industry will follow up work on the reduction of salt in the salt partnership Directorate of Health to boot, says Høie to VG.

Want healthier food

Health Minister think most consumers want to eat healthier food, but it is difficult for each of us to make such choices every day.

– To influence the requires a lot of work and information. Therefore, it is very much more effective if we manage to get the major players in the Norwegian food industry and shops to join together as reducing salt content in food. Then give the results in the refrigerator for each of us, said Høie to VG in June.

As a result of the Minister’s efforts to help less salt in everyday food, walked Norway group for a couple of weeks ago out and promised salt-free ground beef in all its chains.

Also, Coop and Rema 1000 promised the following week to follow up with salt reduction initiatives in several of its ground beef.

The goal of business groups is the term closer cooperation between governments and the food industry, by the industry commits to developing and offering healthier products, in addition to making it easier for people to make healthy choices.

This corresponds industry:

When asked to range of stakeholders in the food industry, bekerfter all that they will achieve the goals for salt reduction by 2018.

ORkLA: represent much of the food we find on store shelves, and state that the period 2014 to 2018 will reduce the salt content in their products by 80 tons.

– It’s not just these product groups we will commit ourselves to reduce salinity, but this applies to all our Norwegian operations in accordance with the CMO objective. We will from 2014 to 2018 reduce the salt content in its products by 80 tons, write executive director Håkon Mageli in Orkla ASA.

TINE: says they are in the process of testing TINE -smør with less salt to ensure that it has the taste and usage with the quality of Norwegian consumers want.

– We will encourage Norwegians to get used to lubricate with less salt everyday, while we will provide choice and also offer smaller products with no salt and more flavorful varieties with a higher salt content, says communications director Øystein Knoph in TINE.

REMA 1000: Vice Mette Fossum Beyer says to VG that they have been working on salt reduction for two years already, and has achieved significant reductions.

– Our goal is 30 percent by the end of 2016. We will clear answer Fossum Beyer.

 Not predictable

- Norway should consider assistance to Sor-Sudan – Day

The complete absence of peace will “should mean that from Norwegian side regularly assesses the alignment and the weight of the Norwegian commitment to South Sudan,” according to an internal memo from the Foreign Ministry that NTB has disclosed i.

Thursday participating Secretary Børge Brende together with, among others Secretary of State John Kerry at the UN high-level meeting on Sudan, where the crisis in the world’s youngest nation is on the agenda.

Norway has for years been among the largest donors to South Sudan. Now, much of the aid to rubble after nine months of bloody conflict.

Sanctions

Also possible sanctions against South Sudan’s two irreconcilable warlords, President Salva Kiir and his former Vice President Riek Machar, can be discussed at the meeting.

The two held liable for liquidations, ethnic massacres, mass rapes, disappearances and large-scale recruitment of child soldiers by the power struggle between them exploded last December.

At a meeting of the African Union (AU) recently argued strongly, including the USA and the UK, that it is no longer enough to threaten the parties with sanctions. It’s time to bring up the rod and carry out the threat, it was claimed, according to a report from the meeting that NTB has accessed.

“It is completely unacceptable that it appears so little willingness to find a political solution to the crisis. Enough is enough, “it says.

Lite seekers

But South Sudan’s neighboring countries, particularly Kenya, Sudan and Uganda, all of which play a central role in the peace process, little eager to impose sanctions, said an official in the Foreign Ministry said.

There will in fact be able to frame their own banking and financial sector, where South Sudanese leaders who have become wealthy after the peace agreement with Sudan in 2005, has placed large sums.

– Before the countries in the region supports sanctions will not Norway to do so, said the official in the Foreign Ministry.

Monday This week started peace talks again in Ethiopia, but hoped that the parties reach an agreement, the mildest said flimsy.

Gloomy

The situation may be even uglier: By year’s end, a three sørsudanere be affected by hunger. Over 180,000 children now receive treatment for acute malnutrition, according to Reuters.

Over 100,000 people, mostly women and children, have sought refuge in UN camps around South Sudan . The camp outside the oil town of Bentiu in the north are in UD note described as “the worst place imaginable.” The camp is located in a swamp where water flows into and mixes with garbage and feces.

Donors fear a repeat of the famine in 1998, when between one quarter and one half million people died.

The number of people who have been displaced as a result of the war, now approaching 2 million. Again, South Sudan received the sad status as the world’s worst humanitarian crisis.

More War in store

But that does not prevent Kiir and Machar in wanting to continue the war. Both parties are doing what they can to obstruct the peace process, and instead use the time to refurbish, according to the note from the Foreign Ministry. When the rainy season is over in October, there will probably be to brake loose again, according to Foreign Ministry note.

“The international community will not sit idly by this. Requirements for a peacemaking force the UN to increase in power, “it says.

The rapporteur – spring fremste leader – Varden

In the budget adopted for Skien municipality goes forward that mail to “Presidency disposal” is used by the Presidency and by the mayor to unforeseen expenses and entertainment, gifts and meeting as mayor finds it appropriate to join.

 Facebook button come here

  BACKGROUND:

Mayor Skien municipality’s top political leader. For about 15 years ago was it that the mayor had less scope for participation and representation than one unit managers in the municipality. It was so bad that the mayor had to go to the presidency requesting authorization to bring a gift when he or she would represent an anniversary or the like. This was thankfully end. All parties agreed that the mayor had to have powers on par with the alderman, union leaders and other leaders and business leaders in the community. In this way also the mayor of whatever political color of authority and carrying power to be where it shows properly. But that said, within the framework set in the budget, “the Presidency’s disposal.”

The mayor makes arena at Skagerak Arena in connection with football matches, or meeting places Ibsenhuset and Teater Ibsen in connection with Ibsen Award and Ibsen seminars, or gather industry and others to talks and seminars in City Hall or on the city’s hotels, cafes, it must be up to the mayor to decide. Mayor is fortunately a sought-after representative in a number of fora, both within its own region and beyond. Sometimes as a guest at other times as the initiator and host.

In this one-sided reportage that Varden is spearheading so I also see that the municipality’s commitment to building Skagerak Arena highlighted and criticized. Let me just remind you that all decisions regarding support for the Odd and the construction of Skagerak Arena is made with 2/3 and ¾ majority in the City Council. In a note on 15 October 2009, I listed all the decisions of votes.

And in the current situation with full grandstands and cup final place I think most people understand that Odd is a brand and door opener for both Skien and Telemark whole.

Here’s mayor promoted and created enthusiasm in a perfectly great way. Last Odd was in the finals we had the mayor of Right. Mayor results were parties and gathering and meeting place for all city residents who would. The mayor also made the time a super effort Odd and for the city and our district. Should only be missing if not the mayor can stand in the forefront and make the necessary financial arrangements within budget when the mayor finds it appropriate.

In the debate in the newspaper and social media, many people pointed out that the municipality must cut costs in a number of important tasks. We easily forget that we are in many areas also grows. For example, In the area of ”heavy users” has in recent years grown to nearly 100 million. This has made the lives of individuals and families far better than before.

On 25 September, the day Odd won the semifinals of the championship in football, was volunteering message presented in a themed meeting in Skien city council. The message shows that all the grants made to voluntary groups and organizations are not legally required. Overall, it appears approximately NOK 13.5 million. And then we will not contribute to the Ibsen Theatre, Art Society, Telemark art center, Ibsenhuset, Geopark, Canal Park, Brekke museum, artist town of Skien and a variety of other activities. When we are talking about tens of millions as well.

Think about Vardens journalistic line had been to bring out all the positive aspects that these commitments and meeting places creates instead of his populist, disjointed focus to get the mayor’s commitment to have a negative impact. We have probably Skien a preponderance of culture and cultural activities. But sport is helping to lift diversity. Similarly creates odd and all other sports also diversity, joy and enthusiasm.

Labor is and has always been for diversity. Different points create different diversity. It provides dynamic. The fact that the political parties have different views of how society should develop further the policy “being.” That our political leaders must also have authority within the administration and outside the population, we should stand together, regardless of political color mayor has.

Group Leader, Labor

IOC president open to change Pampa requirements – VG

IOC president Thomas Bach now goes far to establish that the organization will compromising on future searches cities.

Wednesday caused a large reactions when VG discussed some of the requirements IOC set to their seeking cities.

The IOC admits facing Reuters that there is a need for changes in the application process.

Instead of searching for cities to adapt to the IOC criteria, the weight should now be added that the Games should be a part of the city’s development.

– We will propose to change the philosophy of the application process, says the German President. Sustainability and the legacy of the Olympics will focus in the future.

– Earlier we asked cities to meet certain requirements, but in the future we will prefer to ask the cities about how they see the Olympics can fit into their development in the long term. This applies to social, athletic, ecologically and economically, says IOC president Thomas Bach news agency.

Requirements List created reactions

One of the requirements IOC asked to Oslo in 2022 was to meet the King before the opening ceremony, followed by cocktail reception, where the drinks are payable by the Royal Family or possibly the Norwegian Olympic Committee.

Another requirement was that all IOC members had to get each new phone with Norwegian subscription. The phone must be of the brand Samsung.

Many interested them. Article writing shared 35,000 times on Facebook and it is written 670 comments in the comments.

The same day the case was published on the Conservative parliamentary somewhat surprising foot down for a possible Olympic application after an internal memo first recommended the group to say yes. Several pointed out that the VG case concerning the specific requirements helped to determine the outcome.

– It was the lack of popular support for high cost and the hopeless pampering requirements of the IOC. Several mentioned the list VG brought yesterday, says the Conservative parliamentary leader Trond helland VG Thursday.

The same day went IOC director Christophe Dubi out and criticized the Norwegian decision.

sensor with practitioners

Bach on his part called Norway’s decision essentially “political”, given that Norway has a minority and coalition government.

– We feel with the Norwegian athletes and sports movement that was very involved in the application process because they realized what kind of boost it would give sports people sports in Norway, says Bach said.

He understands that it be questioned spending at the Olympics.

– We see applications for 2022 that the world is experiencing a crisis, a financial crisis. That means – and it’s perfectly legitimate – that there are more questions from people about the financing of the Games, said the president.

– Not even a black eye

When Oslo withdrew his candidacy, the International Olympic Committee (IOC) left with two applicants, China and Kazakhstan. Oslo was the fourth candidate who ended up pulling the application after Stockholm, Krakow in Poland and Lviv in Ukraine had surrendered.

Bach shrugs of allegations that the IOC has got a real review in light of the criticism that has emerged recently.

– We have not even gotten a black eye. We should not forget that we have two candidates, Beijing and Almaty, which has very interesting offers, says Bach, who took over as president in September last year.

Comment: IOC can thank themselves

IOC continues its efforts to reduce the cost of the Games and the application process. The work culminates in Agenda 2020 reform program to be adopted in December.

The meeting is estimated to last for a few hours. When it is done, we will be a good piece further clarification about the Olympics will be held in Oslo in 2022 Says Right no,’s Olympic dream crushed

On the way to the meeting, MP Arve Kambe indicated that the next few hours will be exciting.

According to Kambe has no-side “strengthened considerably” just since yesterday.

And more Conservative sources told Dagbladet that the news last half a day – the slaughter of the Olympic agency cuts plans yesterday, and VG’s interpretation of the IOC many pampering requirements today – has created movement in the parliamentary group.

The notion that two thirds of Conservative Members of Parliament are OL-positive, are not necessarily as accurate anymore, get Dagbladet stated.

– I hope Right responds to the skepticism we have seen in the people.

– Do you think the group meeting may conclude with a no?

– I am an optimist, says Kambe, indicating that mood is to touch and feel.

With reference that Olympic agency cuts budget was ironing of an external quality assurance group Tuesday, he said:

– OL has got a billion crack already. What next?

Secret memo

VG has obtained a secret memo, prepared by sport policy spokesman Svein Harberg, in consultation with the Minister of Culture Thorhild Widwey, where it is stated that the Conservative culture faction will prevail government to a government guarantee of Oslo Olympics.

“A clear requirement for any government guarantee and the investment must be to seek the committee work for a substantial reduction of the total cost, and the achievement of understanding and acceptance by the IOC for a possible Olympics and Paralympics in Norway in 2022 will be a sober event. Given that these conditions are in place, the faction initially positive to a government guarantee. “

Four requirements

According to Aftenposten is likely that the Conservative parliamentary gives Solberg advised to go in for a” conditional yes “to OL2022. This means that the Conservatives indeed presupposes requirements:

• A cheaper Olympics
• Oslo need to pay even more
• No special tax for IOC
• High recycling plant

– The appropriate IOC requirements

Meanwhile, Conservative yes-queen, Linda Hoftstad helland from Sør-Trøndelag stated that IOC peaks pampering requirements, which were presented in VG Wednesday, is irrelevant.

– It is completely irrelevant requirements. If the IOC does not accept this and much more will be out, there will be no Olympics in Norway, she says to Aftenposten.

Parliamentary group will not vote on the matter, unless it would be difficult to understand which way the group is leaning.

Can get the bag

The reason for today’s meeting is that Solberg has asked the parliamentary group for advice on what she and the government should do with the Olympic application: Discard it or go in for a new Norwegian Olympic Games at taxpayers’ expense. Journalist, commentator and prolific no-man Jan Arild snow Minerva says in an analysis that this order is contrary to normal:

“It would be normal to wait for the government’s recommendation, but since the Progress Party national convention has locked the party to a no, “strategists” in Conservative management determined that it needed a counterweight to this – a clear yes-signal from the other party’s parliamentary group that balances politician congress “, he writes.

He also points out three key challenges associated with the Conservative credible “conditional yes” to the Oslo Olympics:

• Right has not voters – nor their own – with it, which is problematic in itself .

• FRP’s no. If the government goes in for the Olympics, the FRP’s seven ministers take dissent. Every time FRP in the future will have more to seniors, health, roads or tax cuts, it will be difficult for the Conservatives to slow this for the sake of smoked none of responsible economic politikkk – FRP can constantly point out that the Conservatives after all took the advice to Olympics.

• Labor can give Right Maid. Labor and Jonas Gahr Støre will not commit to anything until the government has given its recommendations. This means that the Conservatives – in theory – may be left in a Norway who rejected the IOC as the only party that would go in for the Olympics.

Important Conservative meeting today: – VG

Erna Solberg determines the Oslo Olympics fate completely on your own, but it happens hardly today.

Wednesday, at 15 locks Erna Solberg inside the largest meeting room in the Parliamentary 4th floor. Where will she get advice from the Conservatives 48 members of parliament about what she and the government should do with Oslo’s Olympic application.

VG know that the meeting starts with the Conservative leader in the culture committee will present an internal memo and recommend that the Conservatives giving a “conditional yes” to the application and accompanying government guarantee.

Exactly what such a “conditional yes” means is for now unclear.

As VG previously reported there are no plans for a vote on the matter at the meeting.

There is therefore – in practice, regardless of what is said at the meeting – right up to Erna Solberg even determine the Olympic road ahead.

It is expected, therefore, no final decision today.

– I make no assessment of opportunities for the Olympics Oslo now. I will listen to what the Conservative Party Parliamentary Group have to say, the Prime Minister said to VG.

– What are your expectations for the meeting?

– We are not engaged with sports journalism and talk about excitement and expectations, answer Solberg.

Three scenarios

Sources VG has spoken to outline three possible scenarios after Wednesday’s meeting:

1) Conservative group gives Erna Solberg marching on setting a state guarantee for the Olympics. If the majority of the Conservative group is very large, it will be difficult for the government to oppose this.

2) A small majority in the Conservative group says even to the Olympics. If so, it will largely be up to the members of the government from the Conservatives to decide the case. Probably it will then be Erna Solberg personally determines the question.

3) A majority of the Conservative group says no to the Olympics. In that case it would be near impossible for Erna Solberg to go ahead with an Olympic-application and the Olympic dream will be shattered.

During the month of October must Erna Solberg make a final decision if she wants a third Winter Olympics on Norwegian soil.

By the end of the month, the case must be processed in government. The treated formally in the Council of State at the Royal Palace, the Progress seven ministers will take dissent if the Conservatives in to ask a state guarantee.

Labor with key

If Right and thus majority government advocates Olympics the case is sent Parliament for final processing.

When should also Labour take a stand on the matter.

Labor sources VG talking to says they think party will land on a yes to the Olympics if the Right First do the same.

As Labor’s parliamentary believed to be at least as divided as the Conservatives, however, Jonas Gahr Støre have to swing the party whip in the autumn.

– It is as far right mathematical assessment that labor must stand behind for it to be realized. But I respond to all proposals that would indicate that the government must notify the clear card first. If there is to be an application from Norway, the government must keep proper records of its own policies, then the Parliament – consider that the government is going to have Støre previously told VG.

before Parliament takes a Christmas break in mid-December must whole Olympics affair be formally voted on and passed in Parliament.

The final application must be sent namely IOC no later than January 7, 2015 When should a government guarantee in place. If not, Oslo is out of the competition.

“And the decision is …»

There are three IOC-approved applicant cities: Oslo, Beijing and Almaty
