Out of the closet – Our Country

– I just want them to have a relationship with the faith, so they side can make the choice whether they want to take it further in life or not. They could probably figured it out on my own, but I think it is more demanding. It is difficult to go into this without having been part of it from one small. I do not feel any disappointment if my kids would rather choose to be a member of the NHA. At the political level there is a couple of organizations I’m a little more worried.

Tirsdag sist uke omtalte DN et notat fra tenketanken Civita med forslag om å fjerne effekt- og vektkomponenten, og heller avgiftsbelegge hva bilene faktisk slipper ut.

I forslaget ville eksempelvis en Volvo XC90 ladbar hybrid med 400 hestekrefter og et CO2-utslipp på 59 gram per kilometer få en avgiftslettelse på omkring 250.000 kroner, og bli billigere enn den samme bilen med dieselmotor.

Store konsekvenser

– Noen biler blir 200.000–300.000 dyrere og andre tilsvarende billigere. Det blir ikke forutsigbart for noen. Hverken for forbrukere eller bransje. Det vil få store konsekvenser for eksisterende bilpark og ikke minst et tap på leasingbiler, som forhandlere har garantert restverdiansvar for på cirka 16 milliarder. En nedgang på 10 til 20 prosent vil være dramatisk for disse forhandlerne. Forhandlerøkonomien er allerede stram med hard konkurranse både på salg og servicemarked. Enkelte aktører kan bli radert ut over natten, sier Andresen.

Regjeringen har sagt at bil- og drivstoffavgiftene skal ha en fullstendig gjennomgang før revidert nasjonalbudsjett som legges frem i mai, og en arbeidsgruppe med medlemmer fra Høyre, Frp, Venstre og KrF er allerede satt ned for å jobbe med dette.

– Det vil gi svært store utslag og det er ikke nødvendig med så store endringer av systemet for å nå 85 grams målet. Tvert imot vil en mer forutsigbar gradvis endring være det beste både for bransjen og for forbrukerne. Vår prognose er at vi allerede i 2015 vil kunne krype under 100 gram CO2 fra nye biler. Vi er i rute til 85 gram, sier Andresen.

Må ha større ambisjoner

I klimaforliket fra 2012 er målet om et gjennomsnittlig CO2-utslipp fra norske personbiler slått fast til 85 gram i 2020. En stor elbilandel hittil i år, har gjort at utslippene i februar lå på 102 gram per kilometer, noe som er ti gram lavere enn samme måned ifjor.

Regjeringen har samtidig gått inn for å redusere norske klimautslipp med 40 prosent sammenlignet med 1990 frem mot 2030, der transport står for 32 prosent av utslippene.

– Notatet har skissert en mulig innretning av kjøpsavgiftene for personbiler slik at personbilparken over en viss tid kan gjøres utslippsfri. Med den nylig oppjusterte enigheten om 40 prosent kutt i CO2-utslipp innen 2030, er det naturlig å vurdere hvordan personbilparken kan bidra. Legger man til rette for en utslippsfri bilpark, vil nær en tredjedel av utslippskuttene ha blitt realisert innenlands. Innen 2030 synes jeg målsetningen bør være at det ikke selges biler med klimagassutslipp. Da må ambisjonene heves fra 85 grams-målet som Bilimportørenes Landsforening sikter mot, sier Villeman Vinje, samfunnsøkonom i Civita.

Bilimportørenes Landsforening har sammen med Naf og Norges Bilbransjeforbund utarbeidet et eget forslag til endringer i bilavgiftene, som ikke går så langt som det Civita skisserer. De vil skrote effektavgiften, men beholde vektavgiften og CO2-avgiften som skal vektes likt.

– Da vil CO2 få en sterkere vekting enn i dag og vi beholder vekt som får lavere vekting og en mer lineær innretning som vil gjøre større lavutslippsbiler rimeligere, sier Andresen.

Tuesday last week talked DN a note from the think tank Civita with proposals to remove the power and weight component, nor taxing what cars actually emit.

The proposal would for instance a Volvo XC90 rechargeable hybrid with 400 horsepower and a CO 2 – emissions of 59 grams per kilometer get a tax relief of about 250,000 crowns, and be cheaper than the same car with a diesel engine.

Ray Dalio stanser alle store finansielle veddemål i frykt for at den første rentehevingen i USA siden 2006 kan få uante konsekvenser.

Grunnleggeren av Bridgewater Associates, med over 1300 milliarder kroner til forvaltning, trekker linjene tilbake til 1937.

Da hevet Federal Reserve rentene for første gang etter den store depresjonen og flere år med pengetrykking. Resultatet ble et børsfall på over 30 prosent.

Det er Financial Times som har fått tilgang til et notat fra den mediesky hedgefond-toppen.

-Vi er forsiktig med vår eksponering. Av grunnene som er nevnt ønsker vi ikke å ha noen konsenterte veddemål, særlig ikke nå, skriver Dalio, ifølge FT.

Advarslen kommer idet rentekomiteen er samlet i Washington DC for å fastsette styringsrenten. Beslutningen offentliggjøres klokken 19.

Tirsdag advarte også sjefen for det internasjonale pengefondet (IMF), Christine Lagarde, mot følgene av en amerikansk renteheving. Hun er redd det kan skape ubalanser i fremvoksende økonomier.

Fed hevet rentene sist i 2006. Siden finanskrisen har styringsrenten ligget rundt null til en kvart prosent.

Det er ventet at Fed vil heve rentene i juni eller september. Markedet priser inn 21 prosent sannsynlighet en juni-heving og 61 prosent for en heving i september, ifølge CME FedWatch.

Sentralbanksjef Janet Yellen har sagt de siste månedene at Fed vil være «tålmodig» før første heving, men markedet venter at dette forbeholdet vil bli fjernet i morgen, skriver flere amerikanske medier.

Den sterke dollaren og flere svake nøkkeltall den siste tiden taler isolert mot en renteheving.

Dalio ber Fed gå varsomt frem og forberede en plan B i tilfelle rentehevingen slår feil.

-Vi vet ikke – ei heller Fed – nøyaktig hvor mye tilstramning som vil velte vognen. Vi håper at Fed vet hvordan den vil rydde opp dersom det blir et velt. Vi håper den vet det før den tar en beslutning som kan velte vognen, skriver Dalio.

Meglersmekk: Det amerikanske finanstilsynet vil innskjerpe kravene til meglere og andre finansielle rådgivere. Kundene deres kan ha tapt over 140 milliarder kroner på grunn av dårlige råd ifjor, ifølge anslag fra Det hvite hus.
