New card fee may be introduced into every other Norwegian grocery store – Aftenposten

– Whether it gets a fee is not decided enda, but it is riktig that we consider it, says kommunikasjonsrådgiver Ingrid Solberg Gundersen Norgesgruppen .

Norsgesgruppen is the largest trading house in Norway and owns several of the major dagligvarekjedene as Kiwi, Meny, Ultra and Joker and kioskene Mix and Deli de Luca. They also eierskap in many other handelsforetak which Kaffebrenneriet, Dolly Dimples, Jafs and Big Horn.

Well, they write in a memo to shop concept that they løpet av 2015 faithfully will innføre fee at bruk av kredittkort, contactless payment and kontantuttak.

It was nettstedet Bonus Fever who first mentioned the affair and has received a grant thanks to the internal memo.

Norgesgruppen innrømmer they reach the provided for the stream ilegge clients in a candy fee and explains it like this:

– It is also for å make its clients oppmerksom to it today costs noe å pay with kredittkort or contactless payment, but you as a customer pay nothing. It is the store which takes the bill, says Gundersen, who presiserer that it is not currently stream innføre fee of usual debit card with PIN.

In the memo write Norgesgruppen:

” The timing of when Norgesgruppen possibly innfører fee has been named yet to be decided. “

More expensive to shop concept

Norway currently has a private banking system, BankAksept, going utenom system to the large kortselskapene. This is myeloma cheaper, and bleed av most av oss when we pay the usual bank cards.

The siste years, however bruken av kredittkortene increased also in this country. More enn before opt to bruke them to stream to pay for seg in matbutikkene too. This is due largely to the coupled benefits for bruk av these cards, collection av Poeng can be transferred to, amongst other things flyreiser.

This opplever trade booth, and when special Norgesgruppen as problematic. Årsaken are that they use seg av one annen infrastructure and it is more expensive.

– This results in significant økte kostnader for shop concept. Total for Norgesgruppen it Snakk of approximately DKK 200 million, says Gundersen.

The size is not avklart

The shop has a total of a charge of the lower edge av 1 prosent av it you act when you trade kredittkortene or contactless payment.

If you trade for 500 kroner, gets the snaut 5 kroner in kostnad for the store.

According Norgesgruppen trades Åtte av ten customers for under 200 pounds.

Ettersom Aftenposten kjenner to, any possible fee may not exceed 2 pounds.

The fee on the card mva-pliktig while fee of kontantuttak not mva-pliktig .

– While the former was more common thrashing as ila clients in its fee for betalingsstjenester in butikk, this kostnaden not so visible today. Well pay shop concept throughout kostnaden and thrashing serves in this, says she and asks if not the thrashing must take responsibility here.

– Opp to customer

She legger also to NorgesGruppen will pave the way for its clients must use all types of payment methods.

– So is the opp to the client stream slecting itself, says Gundersen.

She will not go inn how large a fee may end, in that Norgesgruppen foreløpig not have tatt noe decision it’ll charge the whole tatt.

All that brukte bank card until the beginning introduction av 2000s remember that the thrashing ila fees varierte from a penny to seven dollars for the most expensive cards serve stones. Well, most short-fee by the bank. But in nettbutikker, amongst other things by a number Airline, one must often pay a fee to selgeren.

Also refers to Norges Bank

Norgesgruppen also points to Norges Bank, which according to the memo believes its clients should is compared to the prices as gjenspeiler the actual kostnadene linked to reviewed the different payment as innføres.

Forbrukerrådet financing to Aftenposten that a fee is line with the new regelverket we have hatt noen years but no shops have turt å ta in bruk.

– We do not sett kostnaden by å pay, but that it has not hosted a charge has led many y believe that it is free, says vice president of Finance Jorge Jensen in Forbrukerrådet.

He legger to in practice, we have paid this in the form av Higher prices of commodities in the store.

– Norges Bank has calculated that each kredittkorttransaksjon costs 13 kroner, while a debitkorttransaksjon costs 3, says he and påpeker where viktig it is to shop concept informs about where myeloma each payment really costs.

Fee on kontantuttak

Also kontantuttak can hit av Norge Group’s new gebyrpolitikk.

In the internal memo writing Norgesgruppen following:

“It’s the thrashing that have responsibility and plikt to its customers for å ensure that its clients have their access to banking services as uttak and innskudd. Gjennom de siste the years, more and more banks avviklet these services stones gjennom its branches and also calling it turn itself into fewer mini banks utplassert in Norway. This results in a larger pågang in våre shops av customers who need cash. This is a service which fits well for oss å cente but challenge facing is that we have inflicted still Higher kostnader for å could opprettholde a satisfactory level of service. “

Coop has no plans å innføre fee of bruk av kredittkort in shop concept, opplyser Harald Kristiansen in Coop to Aftenposten.

New card fee may be introduced into every other Norwegian grocery store – Fædrelandsvennen

– Whether there will be a fee has not been decided yet, but it is right that we are considering it, says communication Ingrid Solberg Gundersen Norway Group.

Norsgesgruppen is the largest trading house in Norway and owns several of the major supermarket chains, such as Kiwi, Menu, Ultra and Joker and kiosks Mix and Deli de Luca. They also have ownership in many other commercial establishments, which Kaffebrenneriet, Dolly Dimples, Gulp and Big Horn.

Now they write in a note to the stores that during 2015 will likely introduce fee using by credit card, contactless payment and cash withdrawal.

It was the site Bonus Fever who first publicized case and who have obtained in the internal note.

Norway Group admits that they have now facilitated to impose such a fee customers and explains it this way:

– It is also to make customers aware that it currently costs nothing to pay with credit card or cashless payment, but you as a customer pay nothing. It is the store that takes the bill, says Gundersen, who emphasizes that it is not appropriate to impose fees on regular debit cards with pin code.

In the note writes Norway Group:

” The time when Norway group optionally introducing fee is not yet decided. “

expensive for shops

Today Norway has a separate banking system, Bank Acceptance, which bypasses the system to the major card companies. This is much cheaper and is used by most of us when we pay with debit cards.

In recent years, however, the use of credit cards has risen in this country. More than ever before choose to use them to pay for themselves in grocery stores too. This is largely because it is linked benefits to the use of these cards collection of points that can be transferred to, among other flights.

This experience shopkeepers, particularly Norway Group, which is problematic. The reason is that they use a different infrastructure and it is more expensive.

– This means significantly increased costs for stores. Total for Norway Group are talking about approximately 200 million, says Gundersen.

The size is not clear

The stores have a total a cost of just under 1 percent of your purchases when you trades with credit cards or contactless payment.

If you buy for 500, it becomes scant 5 million in cost of sales.

According to Norway Group trades eight out of ten customers under 200 dollars.

As Aftenposten know would any fee not exceed 2 million.

The fee on the card subject to VAT, while fee on cash advances are not subject to VAT .

– While the former was more common banks ila their customers fees for betalingsstjenester in store, this cost is not so visible today. Now pay shops entire cost and banks earn on this, she says, and asks if not banks should take responsibility here.

– Up to customer

She also adds that Norway Group will facilitate customers to be able to use all types of payment methods.

– So it is up to the customer to choose, says Gundersen.

She will not go into how large a fee may end on, in that Norway Group has not yet taken any decision on it will charge at all.

Anyone who used credit cards until the early 2000s , remember that banks ila fees ranged from a penny to seven million for the most expensive card services. Now most cards free of charge from the bank. But in online stores, including in a number of airlines, one must often pay a fee to the seller.

Refers also to Norges Bank

Norway Group points to Norges Bank, which according to the note believes customers should faced the prices that reflect the actual costs associated with the various payment options that will be introduced.

Consumer Council told Aftenposten that a fee is consistent with the new rules that we have had for some years, but no shops have dared to use.

– We have not seen the cost of paying, but that there has not been a fee has enticed many to believe that it is free, says technical director for Finance Jorge Jensen Consumer Council.

He adds that in practice have paid this in terms of higher prices for goods in the shop.

– Norges Bank has estimated that every credit card transaction costs 13 kroner, while a debitkorttransaksjon costs 3, he says and points out how important it is that the stores informs about how much each payment actually costs.

fee on cash advances

Also cash withdrawals can be affected by Norway Group’s new fee policy.

In the internal memo writing Norway Group following:

“It’s the banks that have the responsibility and obligation to their customers to ensure that their customers have access to banking services as withdrawals and deposits. In recent years, more and more banks liquidated these services through its branches and in addition there have been fewer ATMs deployed in Norway. This implies a greater demand in our stores by customers who need cash. This is a service that fits well for us to offer, but the challenge is that we get applied increasingly higher costs to maintain a satisfactory level of service. “

Coop has no plans to introduce fees for use of credit cards in stores, says Harald Kristiansen Coop Aftenposten.

Provides Hordaland Police fined 100,000 kroner – Dagbladet.no

(Dagbladet): Norwegian Bureau for the Investigation of Police Affairs has decided to give Hordaland Police fined 100,000 crowns for the treatment of whistleblower Robin Schaefers their reports.

Bureau believes police district has been guilty of gross negligence in the service and the district is formally indicted.

The Bureau believes there is no reason to consider criminal liability for individuals or companies in the case.

– The criminal here is that Robin Schaefers report not were handled in a good enough way of the police district, said chief Jan Egil Presthus in Norwegian Bureau for the Investigation of Police Affairs, according to NTB.

– The follow-up was not efficient, trustworthy and entailed the risk that a serious issue remained dropped on an incorrect basis, writes Bureau in its orientation to the press.

Four people have been questioned during the investigation as a suspect, prosecuting attorney and three investigators. A possible criminal liability for service actions that were committed prior to and in connection with the decision dropping 14 August 2012 is the Bureau considered to be obsolete.

– Our conclusion is that there is a collective failure, a collective shortcoming in the investigation, says Presthus.

Monika Sviglinskaja (8) was found dead in his home in Sund at Sotra Hordaland 14th November 2011. The police dropped the case as a suicide after nine-month investigation. In May last year resumed police matter including after strong pressure from lawyer Stig Nilsen assisting Monika mother in the case. In October, the mother ekssamboer arrested and charged with murder. He refuses guilt.

The Bureau task Monika affair has been to investigate whether there has been negligence, gross negligence or whether there has been a punishable offense in connection with the investigation in Monika case.

Earlier in February came Public Prosecutions investigation group with devastating critique of the police. They pointed to a number blunders in its report:

1. MISSING RECONSTRUCTION
The report states that it was not carried out a reconstruction of the way investigators believed she killed on, “which appears as incomprehensible.” This is one of several investigative steps working group believes should have been performed.

2. KRIPOS notes
The report also shows that in December 2011 was a meeting between the management of the case investigation and representatives of NCIS. It was not written any report after the meeting, but NCIS did the following note: “The mobile phone of the deceased away. Discards theory of suicide. ” The theory was not rejected, the case was instead dropped.

3. POOR MANAGEMENT
The report shows that one of the reasons why a lot of failed deficient investigation management. The group interviewed all those involved in the investigation, and they all point out an investigation leads from the city center as the real leader of the investigation in its infancy, but he stopped and no new leader was established.

4. FACEBOOK THREATS
According working group did not follow the law enforcement threat messages to Monika mother on Facebook. It was done computer technical surveys, but the documentation does not exist and investigations that were done were very deficient. NCIS explained police that they needed a rogatory from the country as Facebook profile belonged. Police decided not to do this.

5. SUPPLIED NOT UP WITNESSES
Three witnesses who had information about unknown persons in the area in that time was not followed up well enough.

6. ALIBI CHECKED NOT
surveys around maternal former cohabitant is deficient, turn work group firm. Monika mother gave information about him in questioning the same day that the girl was found dead and the police should undertaken an alibi check of him, according to the working group.

7. BAD gather evidence
Working Group also notes deficient gather evidence at the scene. The reason for this seems to be misunderstandings and poor communication.

It was superintendent Robin Schaefer revealing that her eight year old did not commit suicide but was killed. Warnings his was not heard. He is not the only issue alerts in Hordaland Police. The district will now handle five other alerts matters.

What happened in the AGM in Elverum Energy? – Hamar Dagblad

The 18/2 we had the announced review of what really happened in the General Assembly in Elverum Energi AS 18 / 12-14. On these two meetings were identical participation. From the General Assembly met Erik Hanstad (H), Yngve Saetre (H), Vigdis Osbak (H), Kersti Grin Dalen (FRP), Arnfinn Outbuildings (Sp), Ingvar Midthun (Ap), Lillian Skjærvik (Ap), Jørn Øversveen (Ap) Magnus Stenseth (Ap). Stenseth met as deputy for Eldri Svisdal (SV) which had maturity.

In addition, the Chairman Peer Jacob Svenkerud and CEO Paul A. Galåen from Elverum Energi AS present and from Elverum municipality administration met Councillor Irene E. Central Lund, assistant city manager Aasmund Hagen and CFO Stein Aas.

Mayor had prepared a four-page memo about the incident and requested feedback on the content of each participant in the meeting.

Of the 15 who were present were Mayor full endorsement of his summary of 11 of the congress participants. The 4 representatives from Labor was only partly agree. Those who gave their full endorsement was thus representatives from socialist side. So did representatives from Elverum Energy and chief administrative officer staff.

The note in its entirety can be read on Elverum Municipality website, but I confine myself here to submit my conclusion in 4 points.

1. Elverum Ap let in council forward and won a majority for a counter proposal that no one else was familiar with. This came completely hap- pen on the rest of ownership, ie the other members of Elverum Energi meeting. The same did it for the chairman and CEO of Elverum Energi AS, Mayor representatives and even our negotiating partner Eidsiva Energi AS. The decision was thus definitely not quality assured outside Elverum Aps closed rooms. (Addition: Closed rooms means in this context that it was not communicated externally, nor to the rest of ownership.)

2. Elverum Labor gave shortly after the General Assembly clearly indicated that they had not understood the consequences of his own decisions, because they were not aware that withdrawal from Elverum Energi AS for 2013 and 2014 were not part of the deal. They had not taken into account that these, partly already spent funds were excluded, as both chairman and CEO of Elverum Energy and chief administrative officer, especially at CFO Stein Aas have advised on repeated occasions. This lack of understanding is also evident in the decision, as it is expected, or dishes said decided to build up a fund of funds that are not available.

3. In retrospect Elverum Ap constantly referred to that it is a good deal for Elverum and that challenges are manageable. When it comes to the part of the agreement involving Elverum Nett AS Elverum District Heating and property Kirkevegen be sold and negotiated total price; yes, then combined ownership agree. It has been a neat, good and well anchored process with owner. When it comes to the application of the achieved sales price there is good reason to question and be concerned about the consequences it provides for Elverum municipality that owns and Elverum Energy company. So far no one can answer it. Thus, I believe that there has been disorderly Labor after the case has gone public and in my clear opinion given incorrect information about what happened in the meeting, while they have downplayed the impact this will have, especially for Elverum Energi AS.

4. Had the council followed Rådmannen advice and our proposal as concur with chief officer’s recommendation in this important matter, we had had control of both consequences and challenges, especially for Elverum Energi AS. It may no claim that we have for what is now the current decision.

That Elverum Labor still claim that they had full control and visibility of their approved proposal is for me at best a rewrite of reality. 11 of the 15 participants in the meeting 18/2 was also agreed with me in it.

Do you want your child to resemble a mixture of Vin Diesel and Kevin Spacey? Then you should choose the donor Adem. No? What Justin Timberlake? Then Kent for you.

And with one click you can order sperm in the post.

– It is easier to book semen online and make a baby, than to acquire a cat, tells British Kel, who ordered the sperm donor from the Danish Cryos clinic.

Cryos International is the world’s largest sperm bank and sends semen to over 70 countries with the slogan “Congratulations it’s a Viking.” Women can surf through hundreds of potential donors, selecting the they prefer, add them to your cart and order sperm directly from the website – so receive in a frozen container.

On the website, each donor presented with detailed descriptions of appearance. Everything from shoe size to lip shape.

Then marital status, nationality, religion, and blood type described.

Furthermore, one can see pictures of them as a baby, hear an audio file of the voice, and see a note with handwriting.

The result of their IQ test is also published, together with an analysis of their personality traits – where good and bad properties are highlighted.

An interview where they have answered a lot of questions about work, health, lifestyle, hobbies, favorite things, habits and dreams are presented.

A tree with information about immediate family is also available.

Finally, the clinic experts written a description based on the appearance of the donor, where they also compares him look brass with several Hollywood celebrities.

It makes the website comparable to any any other shopping or dating site.

No info on father with Norwegian donor

In Norway only allowed to be open donor, after a new law in 2005 stated that all children have the right to know their biological parents. However, it is up to each parent to choose whether they want to tell their child that it is a donor children.

When a parents decide to use Norwegian donors, then they get assigned a semen without any information about who is the man behind.

Many therefore choose to avail themselves of the Danish sperm donors, both because they want the father of the child shall remain anonymous, but also because they can pick and choose preferences.

Renate Kurszus, head of PCOSupport, Norwegian Association of fertility and infertility, believes it is problematic that freedom of choice is so great.

– The choices and opportunities takes away what should be the main focus, and it is that one should have a child, she says.

Kurszus mean donor tourism destroys the Norwegian sædmarkedet.

– Amazing that one can only pressing buttons

The lesbians couple Kel and Anna from England knew nothing on how to proceed to obtain a sperm donor when they four years ago decided to have children together. When they heard about the Danish system, they decided to become donor tourists to acquire a “viking children.”

– You get so many details about the man it is, and he will obviously have a major genetic influence on our child, so we would know as much as possible about him says Kel.

They spent a long time to find right donor and wrecks a hundred donors before they found their remedy.

– It is amazing that one can only press any buttons also appear semen on your staircase, says Anna.

Road Administration: We have critically low bridge expertise – Aftenposten

In an internal memo stating NPRA that their own expertise in bridge and geology is critical weak. Also in several other key areas are going badly.

Still held landslide caused by digging with bulldozers for the most probable reason Skjeggestad Bridge on E18 in Vestfold collapsed on February 2. The corrupted, southbound course be blasted Saturday at 14.00.

But it is a fact that Road Administration describes his own expertise in bridge and geology as critically weak. It says Siw Tyldum, who is chief representative in engineering organization NITO NPRA. Daily work, she Road Administration as a senior engineer.

– We must often settle for hiring people who do not have the technical expertise needed, says Tyldum.

She also refers to a internal memo in Road Administration where a number of areas of expertise described as particularly vulnerable, and where the situation in the following fields described as “critical”, namely:

Planning

Expertise in development, operation and maintenance

Project construction management

Support for builder

Expertise within bridge and geology / geotechnical.

This paper is an analysis of Road Administration’s own ability to carry out road construction as described in the National Transport Plan.

– You may use slightly stronger words than you really believe in such internal memos. The wording would probably have been different if we’d written for the public, says acting veidirektør Lars Aksnes.

– The paper states “critical weak brokompetanse”?

– We must in any case get the expertise of to get better. We are an educational institution. Consultant Businesses recruit much from us. But I would not say that brokompetansen is bad, says Aksnes.

“In central areas in eastern and Trondelag must weigh necessarily cross areas with challenging soil conditions. Particularly bridges is usually at slopes and thus potentially avalanche terrain, “confirmed four engineers and scientists with insight into clay Aftenposten February 10th.

The title of debate their post was:” Brokollapsen on E18: Luck does not last forever . “

– We’ll never let it go traffic on a bridge that is not safe to walk on. But we see that we are struggling to provide adequate expertise. This is no easier when we should compete on expertise with a new veiselskap says Siw Tyldum.

– We will never be able to realize the violent road geometry available today if we did not succeed in obtaining the necessary expertise. Competence should be optimal. If not, it may compromise the quality, she said.

Tyldum informs that Road Administration today employ teachers, archaeologists and landscape architects to work with including bridges. They have something basic competence, and they are trained internally, but they have really the knowledge that positions implies.

A lot of time goes into training people who either have low skills, or high, but wrong skills. This is not particularly effective in terms of job to be done, says Tyldum.

– We are in a vicious circle, where we sit with the graduates, while those who would teach them disappear, she says.

Tyldum point to two reasons there is insufficient brokompetanse available:

It educates too few in geology and bridge in Norway.

Those who educates, tempted to work in the private sector, where wages are significantly higher.

– A comparison we have done shows that Road Administration expertise has 170,000-200,000 million less in salaries than veiingeniører employed private mainland. In oil, wages even much higher.

– Considering worse times in the oil industry, it is now easier to recruit for Road Administration?

– We believe that we can make us anything, but we do not know how much, says Tyldum.

This paper advocates strengthening “strategic partnership” with colleges and universities to build up the necessary expertise and capacity as current needs can be met.

Skjeggestad bridge blasted Saturday: How should the described – step by step – Aftenposten

A giant crane looms now over southern course on Skjeggestad Bridge on E18 in Vestfold. The crane plays the lead role during the preparations for the demolition of the bridge, which will take place Saturday at 14.00.

For several days already experts from AF Decom hung in a basket under the faucet and studied how explosive charges shall be placed and how to proceed.

Now the plan is ready, so Aftenposten get it presented from Road Administration:

Security:

  • The explosion of Skjeggestad bridge is technically challenging, and the important thing is to ensure the safety of all who have so far worked on the project and those who are in the area when the bridge will be blasted.

Preparations:

  • Before blasting it laid out about 2,000 cubic meters of loose Leca stone under the part of the bridge southbound run to burst down. Leca balls will act as cushion for the bridge elements when they fall down by the blast.
  • There has been no fighters under the bridge during the preparations. All work is done by remote controlled machines. Because of the uncertain ground conditions have been risky for personnel to move under the bridge.
  • The drilling and chiseling of bridge parts to be blasted have also gone on from baskets, and location / charging ointments have occurred in the same way .

This happens before the blast:

  • The bridge is ahead cut across by axis (brokar- see drawing) no.4.

The explosion step by step:

  • The axes 5 and 6 blasted simultaneously and the bridge falls down from axis 4 to land the vessel No.7.
  • The cushion with Leca stones are diagnosed – ie 2,000 cubic meters – located under the bridge from axis 4 to axis 7. The bridge is covered with drapes on the sides to prevent side splashes.

Critical low brokompetanse

Continued held a landslide caused by digging with bulldozer near the bridge as a likely reason why Skjeggestad Bridge on E18 in Vestfold collapsed on February 2.

But it is a fact that Road Administration is struggling to find critical skills both on bridges and geology. It says Siw Tyldum as steward in NITO, the largest organization for engineers and technologists, NPRA. Daily work, she Road Administration as a senior engineer .

– Road Administration must often settle for hiring people who do not have the technical expertise needed, she said.

She also refers to a intrernnotat in Road Administration where a number of competency areas described as particularly vulnerable, and where the situation in the following fields described as “critical”, namely:

  • Planning
  • Expertise in development, operation and maintenance
  • Project construction management
  • Support for builder

and

  • Expertise within bridge and geology / geotechnical.

– Luck does not last forever

“In central areas in eastern and Trondelag must weigh necessarily cross areas with challenging soil conditions. Especially located bridges usually by slopes, thus potentially avalanche terrain, “confirmed four engineers and scientists with insight into clay Aftenposten February 10th.

The headline their on debate post was:” Brokollapsen on E18: Luck does not last forever. “

– We’ll never let it go traffic on a bridge that is not safe to walk on. But we see that we are struggling to provide adequate expertise, and this is no easier when we should compete on expertise with a new Veiselskap says Tyldum.

– We will never be able to realize the violent road geometry that exists today if we did not succeed in obtaining the necessary expertise. Competence should be optimal. If not, it may go out over quality, she said.

– Today I have no idea how the Government will be able to raise people everything they want to adopt the way, says Tyldum .

Hiring teachers and archaeologists

As emergency measure hires Road Administration according Tyldum today teachers, archaeologists and landscape architects. They have something to basic skills and trained internally, but they have not really the knowledge that positions implies.

Or, using people with good experience but who have low formal education.

A lot of time goes into training people who either have low skills, or high and errors expertise. This is not particularly effective in terms of job to be done, says Tyldum.

Employee via Skype

Another emergency measure is to grab people from abroad, but these are often well-paid in their homeland and there is no abundance of vacant engineers here.

Tyldum tells of a civil engineer from Chile who reported for duty when they stood perplexed for a good brokonstruktør to a bridge in Central Norway.

– She was interviewed via Skype. Today she is a permanent employee and has been family to Norway.

Tyldum point to two reasons there is insufficient brokompetanse available:

  • It educates too few in geology and bridge in Norway.
  • Those who educates tempted to work in private business where salaries are significantly higher.

– A comparison we have done shows that Road Administration expertise has 170,000 200,000 million less in salaries than veiingeniører employed private mainland. In oil, wages even much higher.

– Inside a vicious circle

– When government “benefit” as pension and other rights are weakened, we also lose this benefit. Nor has helped wage settlements in recent years has focused on the low-paid and women’s wages. The engineers have come out badly.

– It becomes a vicious circle, where we are sitting with the graduates, while those who would teach them disappears.

– Considering poorer times in the oil industry, it is now easier to recruit for Road Administration?

– We believe that we can make us something, but we do not know how much, says Tyldum.

Veidirektøren: – Not so bad

– You may use slightly stronger words than you really believe in such internal memos. The wording would probably have been different if we’d written for the public, says acting veidirektør Lars Aksnes.

– The paper states “critical weak brokompetanse”?

– We must in any case get the expertise to get better. We are an educational institution. Konsulentfirrmaer recruits much from us. But I would not say that brokompetansen is bad, says Aksnes.

This paper advocates strengthening “strategic partnership” with colleges and universities to build up the necessary expertise and capacity in relation to current needs.

FERRY-AMOUNT IS lamentably. – Hemne Væring

Text / Photo: Tore M Furuhatt.

Nordland county has on several occasions stated that Hemnes municipality has been both demanding and seindrektige in their treatment of ferry issues when Hemnes lost its ferry service. But even had bureaucrats and politicians in Nordland eight – 8 – years in which to do what has always been a stated goal: that the resident on Tvertforlandet would get an acceptable transport services when the ferry stopped running. But so far, county failed to arrange this in a satisfactory manner.

County Council reviews and misrepresent has on many occasions been expressed. And quite recently by a note from 26th January this year. Here is what it says to read the note:

“Hemnes municipality has faced county expressed desire daily transportation between Tvertforlandet and Hemnesberget to ensure residents and property owners acceptable transport conditions. Secondarily asked the municipality for a solution with a shuttle service three days a week. County Council established on 15 December 2014 a route offers in communications Hemnesberget – Hestneset – Brennesvik. The ride is performed with the vessel m / s Fleinvær and operated two days a week. “

Now it’s just that the county can in no way claim that reality as they describe it in this paper. The county has not at all satisfied “expectations” they created with the establishment of the new ride offer. They must therefore be much more sober when reviewing this substitute for a icebreaking ferry and safe transport system. It is an irrefutable fact is that there simply are not created anything lines to Hestneset – for smack Fleinvær can neither put ashore or take on board people Hestneset due quay there, so there will not smack – and communications to Burn Vika goes under dubious conditions. When it goes. Now ice added, so it is doubtful whether there will be any shuttle service to Burn Vika before fjord is ice-free again.

Alerts: – Police removed documents – Bergens Tidende

His reports on all the errors Monika investigation was removed from the police evidence system.

It tells Robin Schaefer (45) in his book “Monika case. My story – from homicide detective alerts. ” It comes out this weekend.

Schaefer was homicide investigator who alerted for what he believed was a long series of errors in Monika case.

Monika Sviglinskaja (8) died at home in Sotra in 2011. The case was dismissed as suicide, despite a series of mysterious circumstances. One person has since October been in custody, charged with murder.

Previously known that counsel Stig Nilsen Newsletter police Norwegian Bureau for the Investigation of Police Affairs for not having received documents sent to them.

“New error”

Even calling Robin Schaefer removal “incomprehensible” in the book. He let themselves into the system.

“It is not just that someone has failed to send my documents to both counsel, NCIS and to the Bureau. Some have even removed them! It’s not fucking believe: Some have actively removed the documents I’ve posted, those points all errors, deficiencies and weaknesses in the investigation of the case.

The first of the two documents was his report on why the case should be resumed, which was rejected.

The other report was note Schaefer sent to Police Geir Gudmundsen to appeal the rejection.

“Here are some so afraid of themselves although it made new gross defects to protect themselves against the old committed. This is just sad, “writes Schaefer in the book.

– Nothing new

On Monday Public Prosecutions investigation team presented its report on what they think went wrong during Monika case. Bjorn Soknes, chief public prosecutor in Trøndelag, led the group.

He does not react like Schaefer.

– I do not know how the Bureau look at it, but we saw it not as abnormal that they was not included as investigation document says Soknes.

The reason is that Schaefers documents contained new evidence. Nor theories were new – they were just disregarded earlier.

– There was no new content, there was a restructuring. Our perception, and when I speak for us five in the group, is that it is not reprehensible. Had we found that it was, we had mentioned it in our report, he said.

Bureau confirms

Thomas Nordberg, chief investigator in the Bureau, the man Schaefer met with in September last year for the first time.

Nordberg confirms that Schaefers reports were not sent over then entire case complex was handed over Norwegian Bureau for the Investigation of Police Affairs.

– It is true that we did not receive the two reports from Schaefer. They were not sent over, says Nordberg.

He will not confirm whether the missing documents are part of their investigation. Results from the Bureau is expected next week. Four police officers are among those who are interrogated with status as suspects in the case. Both police officers from Bergen Sotra is among the four.

– Schaefers two reports from 2014 have been part of this investigation, said Nordberg.

“Notifier”

Police has been submitted question about reports were removed from the police system, but has not responded.

– Based fragments media have conveyed I know that what emerges in the book is serious. It is serious when a mother feel that we as police not doing our job, and once again I apologize to Monika’s mother, writes Police Geir Gudmundsen in an email to BT.

Schaefer, who in the media long only been known as the “whistleblower”, read up on Monika deaths Christmas 2013 after he found it via a different matter.

The reading made him upset, after he found what he thought was a number reprehensible errors in the investigation. He suspects that a killer walked away.

In January 2014 he wrote his report on the investigation, which he argued why the case should be resumed.

It did not happen. Instead he got orders to stay away from the case.

Van Gaal with surprising scenes after the sting from Allardyce – Dagbladet.no
